They <br /> agreed that the applicant was only responsible for managing conditions within the site and <br /> ensuring that water runoff did not worsen existing problems. <br /> Members recognized the character of Butternut Ridge as a historic district with large,tree-lined <br /> lots, and expressed appreciation for that charm.However,they also noted the city's need for a <br /> wider range of housing options to address population decline and provide opportunities for <br /> downsizing residents or new buyers. Some commissioners viewed the proposal as a chance to <br /> explore that balance while preserving historic integrity. They stressed that the discussion at this <br /> stage was not final approval but an opportunity to continue dialogue and gather more <br /> information. <br /> Several commissioners described themselves as"tentative yes"votes, supporting continued <br /> discussion rather than an outright rejection. They felt that the applicant had responded to prior <br /> feedback by revising the layout, adding the front-facing home,and committing to restore the <br /> historic Biddulph House.
