PLANNING &DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF FEBRUARY 25,2026 <br /> ROLL CALL <br /> Mr. David called the meeting to order at 7:02 p.m. <br /> Present: Tom David, Jose Leon, Tony D'Alessandro, <br /> Absent: Rosie Hamdan,Jeri Kalin <br /> Staff: Director Max Upton, Assistant Director of Law Bryan O'Malley, City Engineer Jeff <br /> Filarski,Administrative Assistant, Lyn Wilson <br /> NEW BUSINESS <br /> Moen Lot Split <br /> Proposal consists of splitting a single parcel into two separate parcels. <br /> Reviewed a proposed lot split to separate a building parcel from surrounding land to support a <br /> 1031 exchange. Explained that the property was subject to a historical judgment entry restricting <br /> use to office unless formally amended. Clarified that the commission's role was limited to <br /> evaluating the lot split for compliance with code standards,not future development or use. <br /> Confirmed the split met applicable requirements and recommended adding a condition to <br /> reference the judgment entry on the plat. The applicant agreed to the condition,no public <br /> comments were received, and the approval process and timing for final recording with the county <br /> were outlined. <br /> Mr. David made a motion to approve the Moen lot split with the condition that the property is <br /> governed by and subject to a judgment entry in the case of developers diversified versus North <br /> Olmsted, Cuyahoga Common,Pleas Court, case CV87-127076, dated 11-2388. The judgment <br /> entry restricts the permitted uses of the property under review,which is limited to office uses. <br /> Any other proposed use of the property will require the owner to petition for amendment of the <br /> judgment entry upon agreement with the city. And the second condition is that note be installed <br /> on the final plat. Second by Mr. D'Alessandro <br /> Motion passed: 3-0 <br /> Springvale Ballroom <br /> Proposal consists of an alteration to the roofed ballroom entry walkway. <br /> Reviewed a proposal to modify the Springvale Ballroom entrance with a new covered walkway <br /> featuring an arched metal roof,updated materials,-lighting, and improved access to the main <br /> entrance. Explained the review fell under mandatory referral,with a recommendation to City <br /> Council, and noted the project also required approval from the Landmarks Commission through <br /> a Certificate of Appropriateness.No public comments were made. Discussed design elements <br /> including aesthetics, lighting for events and photography,materials, and overall visual appeal, <br /> 1 <br />
