PLANNING &DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF DECEMBER 10,2025 <br /> ROLL CALL <br /> Mr. David called the meeting to order at 7:00 p.m. <br /> Present: Tom David, Jose Leon, Brenton Mineo, Tony D'Alessandro, Rosie Hamdan <br /> Absent: Jen Kalin <br /> Staff: Director Max Upton, City Engineer Don Sheehy, Assistant Director of Law Bryan <br /> O'Malley, City Planner Nahid Parsipour <br /> Prior to the start of the meeting,the agenda was amended to note that the City Council referral of <br /> Ordinance 2025-100 under Old Business was tabled and not discussed. It was explained that the <br /> applicant had requested additional time to address Planning Commission comments and that a <br /> prior extension granted by City Council was nearing expiration. <br /> The review timeline and referral process were outlined, including that City Council would <br /> consider a further extension request at an upcoming meeting. It was recommended that the <br /> Planning and Design Commission schedule a special meeting in the event an extension was not <br /> granted. The applicant's legal representative confirmed the request for additional time to <br /> continue coordination with the City and residents and to address outstanding concerns. <br /> A special meeting of the Planning and Design Commission was scheduled for December 17 to <br /> preserve the Commission's ability to act within the required timeframe,with the understanding <br /> that the meeting would be canceled if City Council granted an extension. It was clarified that the <br /> matter would be tabled for the evening and would return either at the special meeting or at a later <br /> date, depending on City Council action. <br /> Mr. David made a motion to table the referral from city council ordinance number 2025-100 until <br /> December 17, 2025; seconded by Mr. Mineo <br /> Motion Passed: 4-0 <br /> NEW BUSINESS <br /> 338-2025; Kevin Butler/Red Lobster; 4954 Great Northern Blvd. <br /> Proposal consists of a lot split. <br /> The first item considered was Case No. 338-2025 involving a proposed lot split at 4954 Great <br /> Northern Boulevard. Staff reported that the request involved only a lot split with no building <br /> expansion and did not trigger requirements under the mall mixed-use overlay district. Minor <br /> drafting issues had been identified and would be corrected,with final County review required. <br /> It was explained that the proposed lot met all frontage,width, and area requirements and would <br /> 1 <br />
