He stated <br /> that townhomes addressed changing housing needs, rising construction costs, and limited <br /> available land, and that the property was well suited due to surrounding higher-density uses and <br /> proximity to 'I-480. He maintained that the proposal met planned unit development standards, <br /> respected the historic district through restoration, and that zoning denial could raise legal <br /> concerns. He concluded by requesting a favorable recommendation based on consistency with <br /> the comprehensive plan. <br /> Public Comment—Resident Concerns <br /> Density &Zoning Consistency—Argued the proposal conflicted with long-standing single- <br /> family zoning in the historic district, greatly exceeded permitted density, and could be developed <br /> under existing zoning without a rezoning; requested denial. <br /> Historic District Preservation—Stated the development would undermine the historic character, <br /> identity, and uniqueness of Butternut Ridge Road and erode decades of preservation efforts. <br /> Traffic& Infrastructure Impacts—Raised concerns about increased traffic,potential road <br /> widening, signalization, stormwater impacts, and permanent changes to the historic streetscape. <br /> Master Plan& Guideline Consistency—Asserted the proposal conflicted with the comprehensive <br /> plan and historic district guidelines,which prioritize preservation and direct higher-density <br /> development to more appropriate areas of the city. <br /> Commissioners discussed staffs recommendation to deny the rezoning, noting that the applicant <br /> did not have a finalized plan and that approving the zoning without a defined plan would depart <br /> from the standard planned development process. It'was clarified that prior actions were <br /> informational and did not constitute final approvals. Staff explained that approving the rezoning <br /> at this stage would effectively decouple zoning from an approved plan, creating undue certainty <br /> for the project. It was confirmed that the applicant could return with a revised preliminary plan in <br /> the future, and that no final landmarks approval had been granted. <br /> Mr. David made a motion to recommend approval to City Council recommend the referral of <br /> ordinance number 2025-100 the rezoning of parcel 236-10-15 approval on the condition that the <br /> preliminary plan be finalized and recommend and approved by city council: seconded by Mr. <br /> D'Alessandro. <br /> Commission members discussed the master plan, noting its support for new housing options and <br /> infill development while emphasizing the importance of preserving neighborhood character. <br /> Concerns were raised about whether the proposed development was harmonious and appropriate <br /> for the historic district,particularly due to density..Several commissioners stated they were not <br /> convinced the proposal fit the area, acknowledged prior dialogue and applicant cooperation, and <br /> indicated their intent to vote against the rezoning at this time while noting that future proposals <br /> could still be considered. <br /> Motion denied: 0-4 <br /> 2 <br />
