CITY OF NORTH OLMSTED <br />PLANNING CONIMISSION <br />MIPdUTES - JANUARY 23, 1990 <br />I. ROLL CALL: <br />Chairman 1'homas called the meeting to order at 8:10 p.m. <br />Present: R. Bierman, R. Bowen, B. Gorris, and J. Thomas <br />Absent: M. Betts and T. Morgan <br />Chairman Thomas explained the responsibilities of the Commission to a girl <br />scout troop attending the meeting. <br />He further advised the audience that there are only four members present at <br />tonight's meeting and it will take four affirmative votes to approve a proposal. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />l7r. Thomas stated that Mr. Morgan was present at the meeting of January 9th. <br />B. Gorris moved to approve the minutes of January 9, 1990 as corrected, <br />seconded by R. Bierman, and unanimously approved. <br />Chairman Thomas stated that Item 1 of Section IV would be heard first. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: (Heard at this point) <br />1) Carla Lane Lot Split <br />The proposal is to subdivide permanent parcel no. 231-1-7, located at the <br />northeast corner of Walter Road and Carla Lane, and the present site of <br />the Bible Presbyterian Church of North Olmsted, into two (2) parcels. <br />Zoning is "C" Residence, Single, entirely, and both proposed parcels <br />conform to the Zoning Code requirements. (Withdrawn from the meeting of <br />January 9, 1990. <br />Mr. Fowerbaugh, attorney, presented the plans explaining that the church <br />wanted to split off a lot facing Carla Lane in order to sell it for a <br />single family home. The purchasers are Mr. and Mrs. Kuty who are also <br />members of the church. In response to the.members' questions, Building <br />Commissioner Conway advised that having the church and the parsonage on <br />the same lot was not uncommori. Mr. Kuty advised that there were approx- <br />imately 30 unpaved parking spaces, some along the horseshoe drive and <br />some in the rear.and 120 seats.in the church. Mra Conway advised that <br />the number of spaces would conform and since the church is over 30 years <br />old the unpaved spaces probably were conforming at that time, but if any <br />changes were made to the structure, the parking would have to be brought <br />up to code. Several neighbors addressed the Commission. Mrs. McConaugny, <br />the neighbor adjacent to this lot, stated that she had no objection to <br />the lot split, but since this property is higher than hers and there have <br />been water problems in the past, she would like a mo-re permanent sulution <br />to the problem than the swale that they have now. She further explained <br />that the water runs over her grass and the sidewalk and there frequently <br />is standing water in the swale. Assistant City Engineer D. McDermott <br />advised that he has been on the property when it was dry, but assured <br />rirs. McConaughny that drainage would be addressed when a building permit <br />is requested and that they would probably require some sort of inlet type
