t <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-MARCH 13, 1990 <br />I. ROLL CALL: <br />Chairman Thomas called the meeting to order at 8:00 p,m.. <br />Present: R. Bierman, M. Betts, R. Bowen, B. Gorris, T. Morgan, <br />and J. Thomas <br />Also Present: Assistant Law Director Dubelko, Assistant City Engineer <br />McDermott and Clerk of Commissions OringR <br />Building Commissioner Conway arrived l.ater f.rom another <br />meeting. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />J. Thomas moved to accept the minutes of February 27, 1990, seconded by <br />M. Betts, and unanimously approved. <br />Chairman Thomas advised that the Commission would be hearing Section IV, <br />before Section III. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Rezoning Request (Great Northern Properties Company). <br />The proposal is to rezone permanent parcel nos. 236-18-7, 236-18-8, , <br />236-18-11, and 236-18-15 located on the west side of Columbia Road <br />between Country Club Boulevard and I-480 for a distance of approxi- <br />mately 275 feet west from the center line of Columbia Road, from the <br />existing zone of "A" Residence Single to a zoning of Mixed Use which <br />abuts on the west. (Tabled at the meeting of February 27, 1990). <br />Chairman Thomas advised that the Commission had discussed the imnact <br />of this proposal on the residential area across Columbia Road in <br />Committee: once with the City Planner and aga.in this evening with the <br />BZD Committee of Council. It has been decided tliat, because o= the <br />changing character of the neighborhood, the zoning of the area should <br />be reviewed. There are two concerns: that the residential area <br />across the street will lose value; and if the zoning is changed to <br />Mixed Use some retail business could encroach into the Mixed Use area. <br />It has been decided that the Planning Review Committee will be asked <br />to study a new zoning classification, a new Mixed Use classification <br />which would be more restrictive in so far as retail use would be <br />concerned. This would allow the residents to retairi value for their <br />property, even if it would not be for a residential use. The resi- <br />dents will be invited to participate in this study. The discussion <br />before the Commission is now that the Great Northern property on the <br />west side of Columbia be rezoned to the same use as the adjacent pro- , <br />perty, Mr. Gorris is concerned about rezoning this property unti:l a <br />determination is made regarding the rest of the area, because of the <br />possibility.of there being retail across from them. Assistant Law <br />Director Dubleko clarified that a limited reatil use could be allowed <br />in a Mixed Use district and could front on Columbia Road and there.
