CITY OF 1VORTH OLMSTID <br />PLANNING COMNIISSION <br />MINUTES-OCTOBER 13, 1992 <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:45 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis and B. Gorris. <br />R. BoSVen, J. Thomas, and R. Tallon arrived later. <br />A1so Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway, and Clerk of Commissions Oring. <br />II. REVIEGJ AND CORRECTION OF MINUTES: <br />A. Skoulis moved to accept the minutes of September 22, 1992 as presented, <br />seconded by B. Gorris; and unanimously.approved. <br />III. BUILDING DEPARTMIINT REQUESTS: <br />1) Long John Silver's Restaurant, 25482 Lorain Road. <br />Proposal to construct drive-thru window an existing restaurant. <br />Ms. Boyle, representing Long John's Restaurant, presented the proposal to add a <br />drive-thru wi.ndoca and do the accompanying site modifications, including the drive <br />around the building. She presented a plan of the additional parking spaces <br />required and explained that they are to be landbanked. Building Commissioner <br />Conway advised that the parking is short now, and they are eliminating 3 spaces. <br />ris. Boyle stated that since 30 to 500 of their orders are for take out and, those <br />customers will now be serviced at the drive-thru, less parking taill be needed. <br />There will be bumper stops separating the rear six parking spaces from the drive. <br />After clarifying various dimensions, it was estimated that the drive-thru window <br />would be about 90 feet from the Lorain Road right of way. In that case, Mr. <br />Orlowski preferred that cars exit onto Root Road and suggested moving the window <br />back 4 to 6 feet and relocating the Root Road drive so that an exit drive on Root <br />could be about 96 feet from Lorain Road. He objected to the appearance of the <br />drive in front of the bu.ilding. Mr. Gorris thought the Architectural Revieia Board <br />could addxess additional landscaping in the front, and is mainly concerned about <br />ha.ving anly bumper stops separating the parking spaces from the drive. Ms. Boyle <br />pointed out pipe bollards will be installed along the parking spaces, or they <br />might be willing to install curbs. She advised that about 60 to 80 cars a day <br />would use the drive-thru duririg the week. The members are concerned that the <br />relocated drive would be too close to the Lorain Road intersection. During the <br />framin,g of the motion, it was decided that the Engineering Department should <br />determine if the drivecaay should be relocated. R. Bowen moved to refer the Long <br />John Silver Restaurant at 25482 Lorain Road to the Engineering Department to look <br />at the feasibility of the drive-thru driveway exiting onto Root Road and after <br />Engineering's decision, this plan is to be referred to the Architectural Review <br />Board, and if it is to remain as presented, the Commi.ssion rzquests that the <br />AoR.B. specifically pay particular interest as ta-the way the drive loops around <br />the front of the building and the buffering of that area as well as the looking <br />into replacing the striped area at the entrance to that drive with raised <br />landscaping, and the bumper stops separating the cars from the drive in the rear, <br />and further request that the developer present to the A.R.B. the location of the <br />waste containers and some plans for buffering them with landscaping, seconded by <br />L. Orlowski, and unanimously approved. During the motion, Mr. Orlowski mentioned <br />that if the stripped area is to be landscaped, it might have to be cut back <br />somewhat, since he doubted drivers could make that sharp a turn. '
