? ? <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - NOVEMBER 24, 1992 <br />I. ROLL CALL: <br />Vice-Chairman Orlowski called the meeting to order at 7:45 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, R. Tallon, and J. Thomas. <br />Absent: B. Gorris. <br />Also Present: Assistant Law Director J. Dubelko, City Engineer Deichmann, Chief <br />Building Inspector Sanker and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />Regarding the minutes of November 24th, Mr. Skoulis advised that on page 2, 6th <br />line fron the bottom, the last word "be" should be deleted and in the last line <br />of the same page the word "statics" should be changed to "statistics". J. Thomas <br />moved to approve the minutes of November 24, 1992 as corrected, seconded by A. <br />Skoulis. Roll call on motion: Thomas, Skoulis, 0'Rourke, and Tallon, yes. Vice <br />Chairman Orlowski abstained. Motion carried. <br />III. BUILDING DEPAR'IlMENT REQUESTS : <br />1) Nightfall Night Club, 30850 Lorain Road. <br />Review of site plan and modifications to previously approved proposal. <br />K. Martin, architect, represented the owner of Nightfall, Mr._Sherman, and the <br />lessee, Mr. Berg. He presented both the modified plan and the original plan which <br />was approved by the Planning Comnission under the previous zoning code and <br />explained that the parcel, located at the corner of Lorain koad and Hickory Lane <br />was approximately 55,000 square feet. The new plan will improve the traffic flow <br />and will increase the landscaping in the rear and partially down the east next to <br />the neighbors by adding red maple and arborvitae, and will extend arborvitae to <br />match what is along.Hickory Lane and add a triangular area of arborvitae with a <br />red maple at the rear of the property next to Hickory Lane. Vice Chairnan <br />Orlowski read comments submitted by Building Commissioner Conway regarding the <br />proposal: the 3 parallel parking spaces do not appear to meet code; no r,iinimtun 20 <br />foot landscape bu.ffer on side and front yard has been provided (no variance <br />obtained) and the front buffer has only been increased to 7 feet as required <br />under the old zoning code; and the 2 handicapped spaces are remote from the <br />entrance. Vice Chairman Orlowski agreed that the handicapped spaces should be <br />relocated and suggested they be moved to the front entrance of the building. He <br />questioned the gates on the dumpsters since both a 3 foot swing gate and a six <br />foot sliding gate were both mentioned and also suggested relocating the dumpster <br />to the northeast corner of the building. He further believed that some <br />directional signage be installed on the pavement and some signage indicating "do <br />not enter" around the western side of the building. He suggested landscaping in <br />the striped areas in the parking lot, as well as installing a heavily landscaped <br />mound in the rear 15 foot buffer to act as an additional buffer for sound and <br />sight. Mr. J. R. Thomas, an investor in the club and no relation to Mr. Thomas of <br />the Commission, advised that the trees shown on the plan were selected by the <br />city forester. Mr. Thomas advised that the landscaping would be referred to the <br />Architectural Review Board and to Mr. Wendell, the forester, for further input. <br />Mr. Orlowski explained that during the study of a master plan, the Commission <br />1
