CITY OF NORTH OLMSTID <br />ARCHITECTURAL REVIEW BOARD <br />MINUTES-SEPTIIHBER 22, 1993 <br />CONFERENCE ROOM--5:30 P.M. <br />I. ROLL CALL: <br />Chairman Zergott ca.lled the meeting to order at 5:30 p.m. <br />Present: S. (Ferencik) Krieger, T. Gallagher, Y. Sohn, and B. Zergott. <br />Also Present: Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES <br />B. Zergott moved to accept the minutes of July 21, 1993 as presented, seconded <br />by Y. SoYm and unanimously approved. <br />III. SIGNS: <br />1) Dash Mobile Electronics, 27693 Butternut Ridge Rd. <br />Request to keep permanent window signs already installed (neon tubing). <br />Variance will be required from the Board of Zoning Appeals. <br />A representative of Dash Mobile Electronics, explained that this purple neon <br />tubing is in the windows of their other facilities; they installed this one two <br />years ago and this is the first complaint that they have received. Mr. Gallagher <br />stated that this, in effect, makes the whole store front a sign and speculated <br />what it would look like if Great Northern had various colors of neon tubing in <br />all their windows.' He noted that the city is trying to avoid the carnival <br />atmosphere and this type signage could escalate. The representative responded <br />that this is a free standing building, and the neon has been installed for two <br />years and no one has copied it as yet. Mr. Gallagher expiained that North <br />Olmsted was trying to beautify the city and that non-conforming signs would have <br />to be removed by 1998. The representative asked if they could have it until the <br />deadline and stated that because of'their location they need to call attention <br />to their business. Since permanent window signs are against the ordinance, it <br />would be up to the Board of Zoning Appeals to grant a variance, but Mr. Zergott <br />suggested that he come up with a different idea, and noted that this came before <br />the board because of a complaint. Mr. Sohn thought perhaps he could get approval <br />and be grandfathered in until the time when signs have to be removed. Mr. <br />Gallagher again stated that his eoncern that this could set a precedent, but it <br />would be up to Board of Zoning Appeals if they agree to let it be grandfathered <br />in. Mr. Zergott agreed that the building might need some kind of lighting to <br />make it stand out a bit since it was set so far back. B. Zergott moved that the <br />board not accept the neon as it is now and that Dash Concepts come up with <br />another solution to call attention to their building, seconded by T. Gallagher, <br />and imanimously approved. <br />2) Rally's Restaurant, 27208 Lorain Road. <br />Proposal to install 2 pole signs with reader boards, wall and directional signs. <br />Variances will be required fran the Board of Zoning Appeals.. <br />Mr. Wasserman, sign contractor, and IKr. Gilbert, representing Rally's, <br />explained that because the frontage of the building is so small, a conforming 3 <br />foot, 9 inch wall sign would give little visibility to the restaurant. They also <br />believe that they need a bigger pole sign. Mr. Zergott explained that this board <br />couid anly approve the concept of signs, not the size.
