CITY OF NORTH OLMSTID <br />PLANNING CONMISSION <br />MINUTES--JUNE 8, 1993 <br />CORRECTED <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 7:40 p.m. <br />Present: L. Orlowski, K. 0'Rourke, A. Skoulis, J. Thorias, and B. Gorris. <br />Mr. Tallon arrived later. <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, <br />Assistant City Engineer McDermott, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINU'iES : <br />In reference to the minutes, Mr. Skoulis questioned if the Tire America colors <br />had been presented. Chairman Gorris advised that they had and the Comnission <br />review them later in the meeting. <br />J. Thomas moved to approve the minutes of May 25, 1993, seconded by K. 0'Rourke, <br />and unanimously approved. <br />III. BiJILDING DEPARTMENT REQUESTS : <br />1) Oldsmobile of North Olmsted (formerly Halleen Truck Lot), 27871 Lorain Road. <br />Heard by Architectural Review Board on January 20, 1993. <br />Withdrawn by owner because sample gole light has not been installed. <br />2) Stylin' Concepts, 29919 Lorain Road. <br />Proposal is to build an addition to an existing building and construct free <br />standing storage building behind addition. <br />Mr. Phillips, Winkler Buildings, presented plans, the owner was not present. <br />Building Commissioner Conway explained that the letter sent to Mr. Winkler did <br />pertain to these plans and listed a11 the variances required, that only 1 more <br />parking space would be needed for the addition, and there is one parallel space <br />shown an the plan but parallel spaces are not addressed in the code. Mr. Winkler <br />advised that there was only 1 shift with 8 employees, and this would not be <br />increased. In reference to the varianees, he explained that the parking lot <br />aisles could be increased to 18 feet, a speeial permit would be needed regardless <br />of the others, and that the variance to have an aggregate surface an a portion of <br />the parking lot was only for the new part of the parking lot, the existing lot is <br />totally paved; and he had not diseussed the others with the the owner who had <br />been out of town. Mr. Thomas doubted tha.t a variance would be granted for the <br />unpaved lot. Mr. Winkler will inform the owner. Mr. Conway advised that the side <br />yard narrows to about 2 feet on the east property line and that since this was <br />constructed under the old code, there would not be enough room for a 10 foot <br />landscaped buffer. Mr. Gorris clarified tha.t the proposal is for an addition and <br />a freestanding building in the backo Mr. Winkler explained that the exterior of <br />the addition will be sided with T-111 with a black roof to match the existing <br />building, the free-standing steel-building will be painted to match the existingo <br />He could not incorporate the free starrding building into the addition because of <br />the configuration of the lot. The addition will be used to store their trailer <br />and merchandise and the bulk of his business is mail order, the retail portion <br />will not be expanded. For the present the storage building will have a gravel <br />floor, but they will pour concrete at a later date and no door is planned for the <br />rear unless it is required by cocle. Mr. Orlowski would prefer the storage <br />building be sided in T-111 instead of steel. Mr. Conway advised that the entire <br />lot is commercial and is at an angle as is the adjacent lot, and it does not
