CITY OF NORZTi OLMSTED
ARCHITECTUItAL BOARD OF REVIEW
MINUTES--APRIL 26, 1994
COUNCIL CHAMBERS - 5:30 P.M.
SPECIAL MEETING
,
I. ROLL CALL:
Chairman Zergott called the meeting to order at 5:40 p.m.
Present: S. Krieger, Y. Sohn, and B. Zergott.
Absent: T. Gallagher.
Also Present: Building Commissioner Conway and Clerk of Commissions Oring.
II. REVIEW AND CORRECTION OF MINUTES:
The review of,minutes was deferred Until the next meeting.
III. SIGNS:
These signs were informally reviewed prior to the Board of Zoning Appeals, and
the recomnendations made by the Board of Zoning Appeals reflected the members'
recommendations.
IV. OLD BUSINESS:
1) Wal-Mart Stores, Inc. Property located on Brookpark Road, ea.st of the Westbury
Apartments and west of Colebrook and Clareshire Condominiums.
Tabled by Architectural Review Boaxd Apri1 20, 1994.
Mr. Newberry introd.uced the Wal-Mart representatives, M. Bingham, real estate
representative, Mr. Herbsman, architect, Mr. Tucker, mana.ger of the Medina store.
The landscape architect was not present. Mr. Newberry explained tha.t, as
discussed, evergreen trees have been relocated, and added to the area between the
truck dock and the Clareshire Court CondominiUms, the landscape plan has the same
number of plants but locations have been changed, they ha.ve relocated some trees
to the buffer along Brookpark Road, and shown trees that are to be preserved
along the eastern line-and the truck dock area. They are discussing relocating
some existing small caliper trees with the forester. Along the east side of the
property there will be an 8 foot inound which originally ran in a straight line
along the property line and is now shown in a curvilineax alignment which has
been changed to preserve some of the mature (30 to 40 inch caliper) trees along
the east property line: They will be re-grading the ditch on the, east property
line and incorporating some drains in order to make it flow more sznoothly. Since
there was concern about the velocity of the water that wi.ll get to the ditch,
they will be cutting the drainage to the mound by about a third by moving some of
the water onto the Wal-Mart side of the mound. With these improvements and the
plarmed vegetation, they believe that they can maintain and direct the water so
that-there is a minirmun disturbance to the mound. Mr. Herbsman, the architect,
presented materials. On the front vestibule area they have contiriued the scored
pattern on the Dryvit, to give more interest in the canopy areas near the
entrances. They have incorporated a.knee wall with piers into the wrought iron
fence along the garden center. He presented a sample of the integrally colored
split face block with a textured pa.ttern in an antique white which will be
installed below the accent band and the cobblestone block which will be above it.
Regarding the fencing on the mound, Mr. Newberry stated that it was commented
that if there was to be a brick like building, a brick fence might not be
appropriate. He believed that the brick wall on the mound would be heavy and
