r' <br />CITY OF NORTH OLMSTED <br />PLANNING CONMISSION <br />MINUTES - JANUARY 10, 1995 <br />1. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:40 p.m. <br />Present: R. Koeth, A. Mauning, R. Miller, K. O'Rourke, and R. Tallon <br />Absent: D. Cameron-ALston. <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, <br />Assistant City Engineer McDermott, and Clerk of Commissions Oring. - <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallon moved to approve the minutes of December 13, 1994 as submitted, seconded by P. <br />Miller, and unauunously approved. , III. BUII.,DING DEPARTMENT REQUESTS: <br /> <br />1) World of Sleep Plaza, 24260 Lorain Road Proposal to construct building (existing Rad Air building will be demolished). <br />Heard by Architectural Review Board on December 21, 1994. <br />T. Ziska, architect, and J. Bailey, project manager, presented the plans. Mr. Koeth asked if <br />Mr.'Ziska would explain the photometric plan for the lighting and noted that the Commission had <br />requested pole lights in the back. He explained that the photometric plan shows that the wall <br />mounted fixture would not shine on'to the neighbor's property and that there would be a direct <br />cut off of the lighting within the property lines. The fence, shown on.the plans, will also shield the <br />light. They believed that they have shielded the lights sufficiently. They are not sure how long the <br />lights will be on, probably until midnight. The lights are a standard high pressure sodium, wall <br />mounted fixture. The light will be cut off at a 45 degree angle which will have a 250 watt bulb <br />and will be mou.nted 12 feet high. After he advised that the light could be seen at the source; Mr. <br />Tallon noted that this would be light nu.isance, and quesrioned the wattage of the bulb. Mr. Ziska <br />responded that this would.only give light at 2,foot candle at a d.istance. Mr. Tallon believed that <br />looking at the bulb was still a nuisance, he believed that no light source should be available. This <br />light is for the safety of the employees and the store would close about 9 or 10:00 p.m. and the <br />developers agreed that they could be turned off at 11:00 p.m. Mr. Bailey believed that pole lights <br />. would be 70 feet closer to the neighbors and more of a nuisance to the residents. Mr. Tallon <br />responded that pole lights would be directed away from the residence. Mr. Ziska advised that the <br />build.ing was 70 or 80 feet from the back property line and the house was quite a distance from <br />the property line. Mr. Ziska stated that they were going to add some ornamental trees, 15 to 20 <br />foot high, in back. Mr. Bailey agreed to put up a single pole light in the back. Mr. Tallon clarified <br />that they wanted only a 10 to 15 foot pole with the light directed down and toward the building, <br />and shielded so that there is a zero tolerance at the lot line. Mr. Manning questioned if they had <br />considered,moving the handicapped spaces more to the middle of the building so they would be <br />more accessible to all three units. Mr. Ziska agreed. Mrs. O'Rourke advised that the forester <br />recommended that 5 trees be planted at the rear property line at 30 foot spacing. Mr. Ziska <br />advised that they were providing 5 trees at the rear property line, three of them will be red sunset <br />maple, and two are crab apple. Building Commissioner Conway advised that Mr. Zergott has not <br />reviewed the revised landscape plan as yet, but will prior to the B.Z.D. They did modify the roof <br />detail as requested by the Architectural Review Board. They have not decided whether or not to <br />use the existing pole sign, since it will have to be removed eventually, however,.they will be
