ROLL CALL: <br />Chairmau Burk called the meeting to order at 7:35 p.m. <br />Present: P. Engoglia, J. Kazak, D. Spoerke, W. Fiar, and R. Burk <br />Also Present: Building Cominissioner Conway and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTIONS OF MIN[JTES: <br />J. Kazak moved to approve the minutes of Apri127, 1995, seconded by P. Engoglia, and unauimously <br />approved. III. COMMUNICATIONS: <br />No items. <br />N. HEARINGS: <br />1) Stephen & Darlene DiMaria (Energy Wise Construction, Inc.), property Grace Road, pei7nauent parcel <br />number 237-16429. <br />Request determination pursuant to Building Code Section 1315.04(c) if any material (to be explained) as <br />-- a method of construction may be used even though not specifically authorized by the bu.ilding code. <br />Rescheduled from meeting of June 22, 1995. <br />Chairmau Burk administered the oath to Mr. DiMaria who explained this is a panelized basement system <br />is made out of 12 gauge, 2 by 6 galvanized steel on the outside and galvanized tubes on the inside, <br />insulated with polystyrene, and has 3/4 inch pressure treated plywood on the outside skin, waterproofed, <br />with drainage board on the outside of that. The engineering principle behind the design was based on soil <br />pressure and gives a desigu criteria of 62.5 pounds per cubic foot, and the BOCA Code iniiuinum is 30, <br />so it is twice the iniuiinum requirement for a design load; and it has also been designed for a saturated <br />clay condition. The above grade walls have already been approved for a house in North Olmsted. He had <br />presented a list of cities who have approved this system. He advised that the basement system is about 6 <br />years old, and the oldest one that he has installed is about 3 years old, but the above ground system has <br />been used much longer. The water proofing company does give a lifetime guarantee. Mr. Crudele, <br />President of Tech Built Manufacturing Inc., was sworn in at this time, and explained that this is a fully <br />engineered system, fashioned after the wood basement, and designed by their engineer for the worst case <br />scenario; it was then taken to the steel company to determine what type of steel would be needed after <br />which they determined what kind of skin would be needed. He stated that the fact that the engineer had <br />put his stamp on it was, in essence, a warrantee. The inside is galvanized steel tubing with plywood over <br />the top. Mr. Kazak asked how the dry wall mou.nted to it, and wondered if the screws would damage the <br />galvanized tubes. Mr. DiMaria stated that it would not and pointed out that the inside tubes were 18 <br />gauge galvanized tubes. The water proofing could either be visqueen, polygard or a rubber wall material. <br />Mr. Piar was concerned about the plywood, and Mr. DiMaria stated that the pressure treated plywood <br />below grade would last forever and there are tests to verify that. He explained the he planned to use a <br />Duratug 6 mill polyethylene, with a drain board of polystyrene. Mr. Crudele explained that if this were
