ROLL CALL: <br />Vice-chairman Mawiing called the meeting to order at 7:45 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, A. Manniug and K O'Rourke. <br />Chairman Tallon arrived shortly after the meeting started. <br />Absent: R. Koeth <br />Also Present: Assistant Law Director Dubelko, Build.ing Commissioner Conway, Assistant City <br />Engineer McDermott, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF NIINUTES: <br />A. Manning moved to approve the minutes ofApril 30, 1996, seconded by T. Brennan. Roll call on <br />motion: Manning, Brennan, Herbster, and O'Rourke, yes. Ms. Cameron Alston, abstained. <br />III. BLTII.DING DEPARTMENT REQLTESTS: <br />1) Great Northem Dodge, 26100 Lorain Road. <br />Project number 1: Proposal to construct an addition joining the showroom and the service <br />building. <br />Previously approved by planniug commission Ju1y 26, 1994. <br />Project number 2: Proposal to construct new bu.ilding and revision to site plan and drainage. <br />Properties should be combined. . <br />Note referral to architectural review board is required. <br />Mr. Shartman, owner, Mr. Hitchcock, contractor for project number 1 and Mr. Nichol, engineer for <br />project number 2, presented the plans. Mr. Shartman eacplained that they have a water problem in the <br />back of the property. Mr. Nichol explained that they wanted to pave the parking lot in the back, install a <br />retention facility, catch basins and outlets in order to drain the northwest corner of the property to an <br />existing ditch. Assistant City Engineer McDermott advised that plans have been submitted, but they <br />have not done a final review, but the plans seem feasible; however, some additional information may be <br />needed on the adequacy of the receiving ditch. Mr. Shartman would like to build Project number 1, <br />which had been approved over a year ago, since it is necessary to eapand their service area. He clarified <br />that there is a 60 foot wide lot that is on the back and side of their property which is leased and is <br />owned by the former owner of the property. It was noted that the storage building for lawn mowers or <br />parts, shown on project number 2, goes over the property line. Building Commissioner Conway advised <br />that he has had complaints regarding this business storing cars on the grass, and he had suggested that <br />they add the paving, and with this plan there should not be a parking problem, since they can stack cars <br />that are being stored. Mr. Shartman clarified that the entire lot will be paved. Mr. Conway needs a <br />revised site plan that will reflect the entire site, at this point there are two separate site plans, one <br />showing the addition, but the plan for project number 2 does not accurately reflect what is on the site, <br />parking, loading zones, dumpsters, or the proposed addition, it only shows the paving and new storage <br />building. Mr. Shartman agreed to have the plans revised. Mr. Hitchcock would like approval on project <br />number 1 since it was approved originally and the comments that were made at that time will be <br />incorporated into the plans. Mr. Conway advised that variances will be needed for project number 2,
