? <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MIlNUTES - NLY 23,`1996 <br />I. ROLL CALL: <br />Chairmau Tallon called the meeting to order at 7:30 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, A. Manving, K. O'Rourke, and R Tallon. <br />Absent: R Koeth. Also Present: City Engineer Deiclvnanu, Assistant Building Commissioner Rymarczyk, and Clerk of <br />Commissions Oring. <br />II. REVIEW AND CORRECTION OF NIINUTES: <br />R Tallon moved to approve the minutes of July 9, 1996, seconded by K. O'Rourke, and unanimously <br />approved. <br />III. BLTILDING DEPARTMENT REQLTESTS: <br />1) Harsax Managemeut Co., property located on the south side of Lorain Road, east of North Olmsted <br />Industrial Parkway, permanent parcel number 234-09-003. <br />Proposal to construct two office/warehouse buildings in two phases. <br />Heard by architectural review board Ju1y 17, 1996. <br />Mr. Howe, architect, aud Mr. Sacks, owner, presented revised site and landscape plans. Mr. Howe <br />noted that the dumpster had been relocated to the rear of the property as requested and the revised <br />landscape plan must be reviewed by Mr. Zergott of the architectural review board. He clarified that this <br />plan just covers the first phase. He explained that, since he had just received comments from the forester <br />this evening, they have not been addressed; however, he will turn these notes over to his landscape <br />arclutect. The revised plan indicates the trees that can be saved as well as new plantings which have <br />been added along with mounding. Regard,ing the suggestions of the architectural review board, they <br />have carried glass around the west end of the bu.ilding as requested, as well as repeating that treatment <br />on the other end of the building. He presented cuts of the parking lot fixtures which must also be sent to <br />Ms. I{rieger of the architectural review board for her review. Mr. Sacks advised that they have been <br />talking to the neighbor about buying his property, but no agreement has been reached; but if they can <br />come to terms, the building will be enlarged accordingly. He clarified that the parcel where the house is <br />located is approximately 60 feet wide by 240 feet. Tlie members agreed that this house could not be <br />used for anytlung else, tind questioned if the negoiations are serious. Mr. Sacks stated that they are <br />about $10,000.00 apart and believed it was better than a 50% possibility. The offer is based on tax <br />values,and they did not hire an independent appraiser. If they do get this lot, two more bays could be <br />added and the driveways could be tied together in order to have two egresses from the drive on the <br />Industrial Parkway (the drive on Lorain Road would remain). Mr. Tallon clarified that they really should <br />have two drives with this plan, but the commission could grant a variance to allow only one if the house <br />purchase fell through. The second building would remain as planned. Mr. Brennan noted that the light <br />was forward throw, and if the residence remained, it should be shielded. Mr. Howe agreed that the <br />lights could be shielded if necessary. Chainuan Tallon noted that zero illumination was usually required <br />at the property line. He clarified if they were able to buy the property and extend the building, the <br />proposal would not have to return to the commission as long as everything remains exactly the same. <br />R. Tallon moved to approve Harsax Management Co. proposal, property located on the south side of <br />Lorain Road, east of North Olmsted Industrial Parkway, permanent parcel number 234-09-003 to <br />construct two o?'ice/warehouse buildiugs in two phases.
