" .. ,. .?: 1 --
?a . .
-, CITY OF NORTH OLMSTED
pLANNIlNG COMIVIISSION
MIlVUTES - SEPTEMBER 24, 1996
I. ROLL CALL: - ?
Chairmau Tallon called the meeting to order at 7:40 p.m. '
Present: D. Cameron Alston, T. Brennan, , R. Koeth, and R. Tallon.
Mr. Herbster arrived at 8:15 p.m.
Absent: K O'Rourke.
Also Present: Assistant Law Director Dubelko, City Engineer Deiclunann, AssistantBuilding
Commissioner Rymarczyk, and Glerk of Commission Oring.
U. REVIEW AND CORRECTION OF MINUTES:
Ms. Cameron Alston made a correction to the minutes of September 10, on page 6, line 16, which
should read that "Ms. Cameron Alston pointed out that notices had been sent to the Root Road
residents previously", delete the word `?iot". The approval of the minutes of September 10, 1996 was
deferred until the next meeting.
III. BUII..DING DEPARTMENT REQUESTS:
Chairnaan Tallon advised the audience that Studio Plus had been withdrawn from the agenda.
1) Homestead Village Hotel, located on the south side of Country Club Blvd.; east of the proposed
Marriott Courtyard, north of I-480, and west of Colum Road.
Preliminary land use approved by Council Septembe? , 1996.
Proposal to construct hotel. Referral to board of zoning appeals is required.
Mr. Newberry, engineer, and Mr. Jobeson, representing Homestead Village, presented the plans. Mr.
Newberry explained that the hotel will be located on approximately three and a half (3.5) acres, to be
located on the south side Country Club Boulevard, the mid-point of the property is about opposite the
east drive ofthe Corporate Center, and immediately east ofthe Courtyard Hotel. Mr. Jobeson presented
a colored rendering of the hotel, and explained that this will be au extended stay hotel catering to the
business traveler. Guests typically stay six to seven days and the rooms have work stations, a wet bar, a
small refrigerator, and a two burner stove.- They are building about 40 facilities a year, and their goal is
to make their brand one of the premier lodging facilities in the industry with approximately 400 or 500
units. Typically, their hotel will compete with the Marriott Courtyard, Hampton Inn, and Residence
Inns. The proposed hotel has 136 rooms in it, and their hallmark is quality. Assistant Building
Commissioner Rymarczyk advised that the driveways will need variances since they are not shown at a
90 degree angle; it has to be clarified if the radius of the apron will be 25 feet; the canopy on the hotel
will be in the 100 foot setback; there will be cooking facilities in the hotel room which are not allowed
under the present ordinances; the standard room size is shown at 285 square feet and 345 square feet
are required; and variances will also be needed for both the wall and ground sign. Mr. Jobeson advised
that they will correct the problem with the driveways by making them 90 degrees; they would like to
keep the canopy in the 100 foot setback since it is basically a drive through structure to accommodate
their guests; they would also like to keep the cooking facilities in the rooms; he clarified that they have
three room types, two of which are larger than 345 square feet so they would only need variances for
the standard room. The signage can conform: He advised that 65%, or 93 rooms out of 136, will need
