CITY OF NORTH OLMSTED <br />BOARD OF BUII,DING CODE APPEALS <br />MINUT'ES - NOVEMBER 14, 1996 <br />CORRECTED <br />1. ROLL CALL: <br />Chairman Burk called the meeting to order at 7:32 p.m. <br />Present: P. Engoglia, W. Piar, and R. Burk <br />Mr. Kazak arrived shortly after roll call. <br />Absent: D. Spoerke. <br />Also Present: Building Commissioner Gonway and Clerk of Commissions Oring. <br />R. REVIEW AND CORRECTIONS OF MINUTES: <br />P. Engoglia moved to approve the minutes of September 26, 1996, seconded by W. Piar, and <br />unanimously approved. <br />III. COMMUNICATIONS: <br />No items. <br />IV. HEARINGS: <br />1) Lusardo Homes (former Blazey property), 4724 Canterbury Road, <br />Request permission to build house on a 50 foot lot. Hearing required by Section 1305.05(b) to <br />ascertain that proposed construction does not affect drainage of surface water or waste into or over <br />adjoining property or into any public street. Please note: Engineering Department has reviewed the site <br />plan. <br />Chairman Burk administered the oath to Mr. Lusardo. It was noted that neighbors were present so the <br />oath was then ad.miuistered to Mrs. Hill and Mr. Pampeani. Mr. Lusardo explained that he is asking <br />permission to build on an existing lot which is only 50 foot wide. The proposed house will need no <br />variances. In reference to the drainage, there will be a iear yard inlet which will drain on the northerly <br />edge of the property to the pipe underground and to the existing culvert. The grade at the structure will <br />be, raised about six inches from what it is today and he believed that the remainder of the lot could be <br />even lower. Building Cominissioner Conway advised that Engineering had looked at the plan and they <br />will require some adjustments, but it is a workable plan. Mr. Pampeani is concerned about raising the <br />grade since he has standing water in his yard behind this property. He was advised that the grade was <br />only to be raised at the house,_ and that water from the rear property would drain to the inlet. The <br />members believed that this retention might also.drain some of Mr. Pampeani's property. Ms. I?'ill stated <br />that she has had problems with seepage in her basement, and even though she has had basement work <br />done and had installed two su.mp pwnps, every time work is done on the street or around her property, <br />she gets more seepage. Since she lives next door, to the north of this lot, she was concerned that this <br />construction will affect her. She had been told by the city that the plans are so old, no one is sure where <br />the drainage goes on the street. She presented pictures of the basement work that she had done. Mr. <br />Lusardo assured her that this project should not affect her, and it might even improve it. He advised that <br />there would be no basement in his house. He showed her the plan with the elevations and pointed out <br />that there would only be about a 3 inch difference m grade..He noted that her garage was about 19 feet
