ROLL CALL: <br />CITY OF NORTH OLMSTED <br />PLANNING COMNNU SSION <br />MINUTES - JULY 22, 1986 <br />Chairman Burns called the meeting to order at 8:00 p.m. <br />Present: R. Bierman, B. Gorris, T. Morgan, E. Traczyk, J. Wixted, J. Brown, <br />and J. Burns. , <br />Also Present: Assistant Law Director J. Dubelko, City Engineer J. Schaller, <br />Building Commissioner S. Spino, and Council members Woerpel <br />McKay, Tallon, 0'Grady, Lackey, and Saringer, and Clerk of <br />Commissions B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />B. Gorris moved to approve the Minutes of July 8, 1986 as typed, seconded <br />by J. Wixted, and unanimously approved. <br />III.- RUfiLDING DEPARTMENT REQUESTS: <br />1) Hennie Homes, property located west of John Knox Church (25200 Lorain Rd). <br />and east of proposed relocated S.R.252. <br />Review of revised site plan. (Heard by the Architectural Board of Review <br />July 16, 1986). <br />Mr. Zwick, engineer9 and Mr. Moss, attorney, explained that the State has <br />indicated it will permit a temporary drive on relocated 252 right of way, <br />if the City requests it. 'I`he center line of this drive will line up with <br />the center line of Great Northern Blvd; the retaining wall has been elimin- <br />ated; a swale will be installed with catch basins at each end of the build- <br />ing (this will require a small amount of grading on the adjacent property); <br />and southernmost parking area has been moved west. This temporary drive <br />must be relocated during construction but that location will be up to the State. <br />A 6' high fence will be installed on the east property line from the rear <br />of the building and will continue around the north line. No screening is <br />planned from the front of the building to Lorain Road; there will be land- <br />scaping, there are no definite plans. Mr. Zwick advised that if the State <br />did not permit the drive, the drive could be constructed on the property <br />without a retaining wall. The church has indicated to him that they would <br />allow some grading on their property, but, if not, the drainage problems <br />could be solved by other means. The Architectural Board had approved the <br />plans as submitted with the recommendation that the Planning Coumission <br />get a firm commitment on just what does happen at the traffic light at <br />the intersection. A recent news release stated that the northern section <br />of S.R.252 has been placed on the active program subject to funding and <br />subject to consent ordinances. The Police Department requested more de- <br />tails of layout to entrance/exit at Lorain Road including intersection <br />alignment, how signalized, what phases of development, who pays for it. <br />The Safety Department asked if entry/exit could proceed farther north to <br />attach at future drive. The Commission does not believe that extending
