CITY OF NORTH OLMSTED <br />BOARD OF BUILDING CODE APPEALS <br />MINUTES - AUGUST 28, 1986 <br />I. ROLL CALL: <br />Chairman Kazak called the meeting to order at 7:30 p.m. <br />Present: J. Burke, B. Grace, M. Gates, J. Kazak, and B. Schulz. <br />Also Present: Building Commissioner Spino and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES; <br />Heard later in meeting. <br />III. NEW BUSINESS: <br />1. Steven J. Urmin, property located between 5692 and 5668 Wellesley <br />Request permission to build house on permanent parcel #233-20-23 <br />("C" District, minimum lot 60' frontage). Hearing required by Ord. 2806 <br />(any house being built on a Iot with a 50' front width or less, requires <br />the approval of the Board of Building Code Appeals. (Will be heard by <br />the Board of Zoning Appeals September 3, 1986 requesting a variance for <br />distance between dwelling and adjacent detached garage). <br />Chairman Kazak administered the oath to Mr. Urmin, the appellant, Mr. and <br />Mrs. McCrone, and Mr. and Mrs. Smith, neighbors. Mr. Urmin presented a <br />revised drawing which is a mirror image of the previous plans, rooms <br />have been reversed; porch enclosure has been removed and made part of the <br />dining room; and porch with overhang has been added to the rear. These <br />revisions are basically changing the inside of the house iahich does not <br />concern this Board. The house will be 30' wide by 54' long, aluminium <br />sided with asphalt shingles and built on a slab. Mr. Urmin was advised <br />that garage would have to be completed before occupancy (plans specify <br />future garage). It was explained to the neighbors that the distance <br />between dwellings must be 15`, that the distance between a house and a <br />detached garage must be 20' and a house with a detached garage required <br />total side yards of 20 feet. It was also pointed out that a variance is <br />being requested from the Board of Zoning Appeals because the garage on <br />the adjacent property is non-conforming (less than 2' off the property <br />line and not 20' away from the house on the same property) but this situ- <br />ation is not a matter for this Board to discuss. Mr. Urmin also explained <br />that he was placing the house in this position to save trees that are on <br />the property. Mr. Smith objected because the houses are so close together, <br />butadmitted that the house on the other side of his was about 20 feet <br />away from his house. Mr. Urmin advised that this lot has been owned by <br />his family since the late 1960's and that he plans to live in the house. <br />B. Grace moved to grant permission to Steve Urmin to build this house on <br />permanent parcel #233-20-23, seconded by B. Schulz, and unanimously approved. <br />II. REVIEW AND CORRECTION OF MINUTES (heard at this point) <br />B. Grace moved to approve the Minutes of May 22, 1986 as presented, seconded by <br />M. Gates, and unanimously approved.
