. MINUTES OF A NiEETING OF TIiE PLANNIPIG CUMMISSI0IV OF THE <br />. CITY OF NORTH OTNISTED, OHIO HELD AT 8z00 P. M. <br />SEPTEtiBER 13, 1955. <br />. <br />Present were Messrs. Votava,, Lewis, Esgar, Hannan, Mr. Euller was absent. <br />Also present titirere Messrse Crider' Schwenk' ILnapp' Neubauer, Baumgardner, Decker <br />of,the City Council.' as well as Law Director Kitson. <br />Mrs. Umble of Pilkey liealty requested that 3° 45 x 333 lots on the corner of <br />NacBeth Avenue and Clague Road be re-subdivided into 3-45 x 1$1 Iots and <br />2- 76 x 135' lotse The subdivision was approved. <br />Mr, Lewis S. Steer9 owner of the triangular property at the corner of Lor.ain <br />Road and Brookpark Extension asked that his property be rezoned for retail <br />business. Mro Esgar ma.de a motion that the request be denied because it is <br />spot zoning. Mrv Votava seconded the motion. The motion passed. It was sug- <br />gested to Mr. Steer that he take his problem before the Zoning Board of Appealso <br />Mr. Car1 Harris aslced tY!at a 160e lot on Columbia Road be subdi vlded into an $5t <br />and a 75' lot. `1'here is an exi.stang house on the 751 lot located 23 feet from the <br />proposed lot line. He plans to build a 650 house on the proposed 851 lote This <br />arrangement, seems desirable, but it requires making a lot 51 under 'Uhe mininum <br />width in an A district. 14r. Harris was therefore told to request the Zoning Board <br />of Appeals to permit his sub-clivision. <br />Mr. Paul Keller of the C& K Builders, Inc. presented a plat for Leeland Subdivision <br />No. l? consisting of eight lots on Alex.a,nder Road. (See minutes of October 12 & 26, <br />1954)• The subdivision also includes openiizgs for tYdO future streets. Approval <br />of the subdivision was withheld pending solution to a drainage problem, concerning <br />a tile bringing drainage from Fa.irview into a ditch on the said property. <br />IvIrs. Zemba requested that a large lot with 165' of f rontage on Lorain RQad, ana <br />containing two houses, be aubdivided into one large lot k?ith 105 feet of f rontage <br />and a second lot 60 x 2C0O. The subdivision was approvedo <br />Niro Clingnan presented a subdivision consisting of six lots on the corner of <br />Martin Drive and Jenkins Rd. The size'of all ].ats meets zoning requi.rements. The <br />plat will be presented before City Council for their approvalo <br />I4r. Sau1 S. Biskind, 4511 Brookpark Rd., Parma 29, Ohio presented plans for a <br />possible shopping center on the Leick property, west of the city parkm The shopping <br />center would have 897 feet of frontage on Lorain hoad and would extend approximately <br />2600 feet north from Lorain Road.. This area would leave space for about 200 suites <br />of apartments on the north side of the shopping center. The shopping center wcyald <br />include about 1100 feet of store frontage (1605000 sq. fto of floor space and about <br />twice that of the Fair°vie.•a Shopping Center) and parking space for about 2500 carsm <br />The shopping center wi.11 be na.med "Great Northern Shop;oerst Marto" Mr. Neff,an <br />engineer,, has made a survey that shows t hat an $59000 gallon/day sewage treatment <br />plant wou].d service the entire developmentm Mr. Votava stated that Mr. Cloyd9 the <br />City Engineer, believes that thz proposed sswage.and drainage systesn wil1 be ade- <br />quate. It tiaas requested that the above mentioned area be rezoned for retai.l businessa <br />Mr. Biskind stated th3t he would sign a statement that if he did not build the <br />Shopping Center., he would notify'the city before selling the property.
