Engineer Kar_areff. - <br />Minutes of the meetirg of Octoher 27, 1959 vrere read by Secretary .Grur.mey. <br />A motion for approval rJas mad.e by bir. Grumney, seconded by 14r. Monge'llo and <br />approved unanimously by the Comuri.ssion. <br />Mrs. Mi.nek. - Subdivision of property. <br />Iffrs. Mnek of 6063 Stearns Road, appeared before the Commission for permis- <br />sion to subdivide said propert3r (112 foot frontage) into two parce7.s. Dimensions <br />of frontages of parcels vfould be 62 feet and 50 feet. <br />Inasmuch as the Zot ;w-idth regulation for this area is a 70 foot min.imum this <br />reguest vras not granted. <br />Emp'xre Spring Co. - Indus-trial area discussion. <br />Secretary Grumney read a Ietter to. the Commission from bfr. Rafferty of the <br />Empire Spring Co. in vrhich he revievred the access to the indvstrial, area problem <br />and thanked the Miayor and PYanning Commission for their attantion and cooperation* <br />PAr. Oviatt stated that he ha.d received a. c:d'1 from 11r. Rafferty. Apparently <br />his time isn't as pressing as he originaYYy thought. 9-e has conta.cted land ocmers <br />of industrially zoned proper-ty a.nd they are interested-in easementse <br />Ms: 0'viatt contacted 1?1r. Biskind'to suggest that he consider easements. Mx;... <br />Biskind's theory is that h.e doesn'.t want any industry behind the apartment hPuses <br />which he desires to build in the industrial area. I <br />Mc'. Crumney rcaminded the Commission that approximately two years aoo Mr. <br />Biskind said he viould devel4p the I,and into a. nice industria7, a,rea. He vrould like <br />to see him do ae he said he would instead oF blocking it. <br />The Commission prefers to encourage the proper use of the industrially zoned <br />area in ordor to realize tax income from such property. <br />N1r. Oviatt said that Section 2, Article XI` of the code states in very definite <br />language th2t a,partment s connot be bui:Lt in an andustriul areas <br />1t was decided to vrrite to Mr. Biski.nd asking him to attend the next CommissiQn <br />meeting to discuss an easemont to industrial property and proposed apartmer_t houses. <br />Widening of Whitethorne <br />I;Iayor Gareau read a report to the Commission fr"om- Engineer Kanareff in tFrhich he <br />discussod clifferent problems which have arisen in the course of finaYizing the <br />proper street width of 'Whitathorn and requested a policy decision from the Com- <br />mission as to Uridth of the right=of--way. <br />Mayor Garm u made a motion that the street width of ?Vhitethorn c onform t o <br />origir_al pla.n; thus, Vhlitethorn (east and titest) irom Lorain to school property be <br />a 60 foot right-of-vray., and SNhitethorn (north ard south) have a 50 foot right-of -rray. <br />L+To-tion rias sec'onded by M-. Barnes suggested it be rec.orrnnended to Council that an ordinance be passed <br />to regulate billboards in an industrial areao <br />1Vi`r. Oviatt stated that State 1av7 has determined that bi7.lboard advertising <br />JI+G 4 ?is an indus-tria'1 use oF property.
