Fabek made mot3.on to dispense with the reading of the <br />minutes of Nlarch 14, 1967 and to approve as submitted, seconded by <br />•Mr. LaPonza, Ayes: Prokasy, Scheeff, La Ponza, Spalding, Esgar, Fabeko <br />III Old Business <br />(a) Normandy Apartments <br />rir. DeBenedetto, developer, qnd resid.ents from the area <br />were present. <br />Mr. Fabek reported development has not been approved by <br />F.A.A. as get and recommended it being held in corrmsittee. <br />N?.ro Christman commented that he knows this hi-rise has caused <br />controversy among the residents in the area9 but pointed out that <br />copsideration has to be taken as far as hi-rise benefit to the City <br />in'tax dollars and the fa.ct that the number of school ch3.ldren is less <br />per unit, therefore, the City is on the receiving end. He then stated <br />that this particular area was defeated at tY?e po12s for hi-rise use, <br />but the developer has now obtained enough land to meet requirements of <br />m3..Ted-use land. He then said that since I-80 will eventually isolate <br />this area and that with the proposed number of suites, density would <br />be much:hifr?her on acreage remaining, he would suggest turning down <br />proposal and that this particular area be studied by Council and <br />Regional Planning Corrmiission, then, if this is deemed still to go <br />fop hi-rise, ir_stead of changing it by Councilmatic action, it be <br />supmitted to voters on the ballotm <br />Mr. Kempf, attorney, representing a rnimber of residents in the <br />area, said since the feelings of the residents waa made know when they <br />voted against hi-rise use, thia should be taken into con.sideration, and <br />since I-80 will reduce useable area of developer to six acre9, it makes <br />it'short of required ten acres in mixed use development. He then said <br />he::realizes the acreage is there today, but the City should take into <br />`coTisideration the fact that it will not be there in the future. <br />Mr. Frank Lord read Sec. 1205.10, paragraph two of the Zoning <br />Or?inance which states height of buildings shall be subject to approval <br />Df F,A.A., the certificate of approval must be presented at time of <br />original development application. 'rhis has not been done in this case, <br />therefore, corrmmittee cannot approve this particular development, <br />Mr. Prokasy made motion to reject proposal f°ox° the reason of <br />lack of F,A.Ao Gertificate9 seconded by Mx°m LaPonza.
