PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MA-Y 23, 2012 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Ralph Bohlmann, Don Rerko, Mark Mahoney, Julie Nader, Robert <br />Parry <br />Absent: Melissa Meredith <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Building <br />Commissioner James McReynolds, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Bohlmann, to approve the Planning and Design <br />Comrnission minutes of Apri125, 2012, which passed 5-0. Ms. Nader abstained. <br />NEW BUSINESS <br />CMS12-08 Dervish Restaurant; 27600 Lorain Road <br />Representative: David Maison of Wolf Maison Architecture and Design <br />Ms. Wenger said the proposal consists of a previously poured concrete pad being converted into <br />an outdoor patio with decorative black metal railing, which requires a front setbaclc variance as <br />the patio is subject to the same setbaclc requirements as the building. The building was recently <br />repainted to the approved color scheme and landscaping installed in accordance with previously <br />approved plans. She commended the owner for working to bring the site into compliance. Mr. <br />McReynolds noted minor site violations, asked that the displaced handicap space and elevation <br />difference between the parking and concrete walk be addressed. He requested the entire <br />dumpster enclosure be board on board to ensure items stored within the enclosure are not visible. <br />The patio was installed without approval or permits therefore a permit and inspection are <br />required to ensure code compliance. <br />Mr. Maison said the request is to utilize the existing concrete slab as an outdoor patio which will <br />be enclosed with a prefinished blaclc piclcet railing. The elevation difference between the parking <br />and sidewalk will be rainped to ensure the elevations meet code and the dumpster enclosure <br />doors will be board on board. Mr. Rerlco said the proximity of the railing to the accessible space <br />is not sufficient and the railing should be moved inward. He suggested placing the planters <br />outside the railing. Mr. Malone said a minimum of five 24" to 36" planters with tall growing <br />dwarf junipers and seasonal flowers should be placed along the south side of the railing. The <br />dumpster enclosure is to be solid and all trash, oil traps, pallets and building waste stored within <br />the enclostire. Mr. Parry suggested swapping the accessible space and access aisle to provide a <br />safer distance from the patio which the applicant agreed to do if code permits.
