PLANNING & DESIGN COMMISSION <br />CITY OF N012TH OLMS7CED <br />MINUTES OF AUGUST 28, 2013 <br />ROLI. CALL <br />Chairman Malone called the meeting to order at 7:05 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, David Anderson, Rosemary Walker, Don Rerko, Paul <br />Schumann <br />Absent: Ralph Bohlmann <br />Staff: Planning & Development Director Kimberly Wenger, City Engineer Pietro DiFranco, <br />Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of July 24, 2013, which passed 6-0. <br />NEW BUSINESS <br />CMS13-24: Columbia Rd Baptist Church; 4116 Columbia Rd <br />Representative: Pastor Jenkins <br />Ms. Wenger said the proposal consists of expanding the parking lot and additional lighting. <br />Churches are a conditional use in a Single Residence District; therefore the project requires a <br />conditional use permit. While the existing parking area and driveway encroaches in the 10 foot <br />setback, the proposed pavement meets the required setback to the south and west. A few spaces <br />in the existing lot will be eliminated for traffic flow and 73 new parking spaces added. <br />Continuous concrete curbing is required around the new parking area as shown on survey sheet <br />C-1. No new landscaping is proposed and the new photometric plan shows light levels within <br />code and full cutoff fixtures. However placement of the new light poles is unclear and may or <br />may not require variances. Mr. DiFranco said concrete curbing will be installed and reviewed <br />storm water requirements. <br />Neighboring residents Bruce and Marilynn Voelkerding, Bill Carlin, Patricia Austin and Chris <br />Pierce had the questions regarding lighting, storm water runoff and the area involved in the <br />project. Mr. Malone asked about the number of trees to be removed. Pastor Jenkins said no trees <br />would be removed; the area to be developed is unused greenspace which is behind the existing <br />parking lot. Mr. Malone said that the applicant is required to control the amount of stormwater <br />released from the site. Mr. DiFranco said the owner is increasing the underground storage and <br />once completed there will be less runoff then there is currently. Pastor Jenkins said lights would <br />be used during Sunday and Wednesday evening services as well as other evenings with events <br />and the lights would not be left on overnight. Mr. Schumann asked if any trees along the <br />property lines would be removed or thinned. Pastor Jenkins said the trees along the property line <br />belong to the adjacent property owner.
