PLANNING & DESIGN COlVIMISSION
CITY OF loTORTH OLMSTED
MINUTES FOR MAY 22, 2013
ROLL CALL
Chairman Malone called the meeting to order at 7:05 pm in Council Chambers and led the
Pledge of Allegiance.
Present: Greg Malone, Julie Nader, David Anderson, Rosemary Walker, Ralph Bohlmann,
Don Rerko, Paul Schumann
Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan
O'Malley, City Engineer Petro DiFranco, Building Commissioner James
McReynolds, Clerk of Commissions Donna Rote
REVIEW AND CORREC'I'ION OF IVIINU'TES
Mr. Malone tnoved, seconded by 1VIs. Nader, to approve the Planning & Design
Commission minutes of May 8, 2013 which passed 6-0, as Mr. Bohlmann abstained.
NEW BUSINESS
CMS13-12 Mattress Firm: 26400 Lorain Road
Representatives: Eric Newland, ADA Architects; Jim Kerr, Vice President BEK Developers
Ms. Wenger said the proposal is to demolish the existing two-story building and construct a new
Mattress Firm building and site improvements. The site is an L-shaped layout, which shares
parking and access easements with Boston Market. The building will be a combination of brick,
split face and smooth face CMU, and EIFS. A non-conforming pole sign is being removed as is
some pavement to accommodate new landscaping and ground sign. New landscaping will be
mainly along the east side of the property. A new cedar fence along the rear property line adjacent
to the residential property will be 6-feet high and tapered downward towards Silverdale to insure
visibility is not impeded. Most of the parking surface will be repaved (from the Boston Market
parcel line east) with the remaining repaired. The applicant should consider removing existing light
poles along the north property line and using building lights to illuminate the area and provide
patron/employee safety. Signage is not included with the proposal and will be addressed by the
tenant. The variances for building and yard setbacks, required are due to the nonconforming size
and configuration of the parcels. Mr. McReynolds said variances are based upon all parcels being
consolidated. Mr. DiFranco said continuous concrete curbing and concrete drive aprons are
required as is the brickscape along Lorain Road. He i?eviewed sanitary and storm water
management requirements and said all utilities are to be run underground. Mr. O'Malley said
copies of the easements need to be submitted to the city.
Mr. Newland said the current two-story building will be demolished and a new 6,000 square foot
single story building constructed. There will be one tenant with less parking demands which will
decrease traffic volume along Silverdale. To buffer the residential neighbors to the north the
existing chain-link fence will be replaced with a cedar board on board fence. The new building
