PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR AUGUST 26, 2015 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:05 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Paul Schumann, Don Rerko, David Anderson <br />Absent: Thomas Patton, Julie Nader, Ralph Bohlmann <br />Staff: Assist Building Commissioner Daniel Russell, Clerk of Commissions Donna Rote <br />NEW BUSINESS <br />15-4158 Chad Varanese: 29374 Lorain Road <br />Representatives: Chad Varanese, Dave Dreseling <br />Mr. Malone read Ms. Wenger's report. The owner is seeking a conditional use permit for an auto <br />repair/classic car restoration in the General Retail Business District. In 2011 the commission <br />granted this site a conditional use permit for a motorcycle repair shop. The proposed use is to <br />rebuild and restore classic automobiles. The applicant said there would be no painting at the site <br />as all painting is contracted out. There will be no chariges to the exterior of the building or <br />property and only limited work to the inside of the building. In conversation with the Law <br />Director, it was discussed that the limited sale of these classic cars in conjunction with auto <br />repair is an accessory use and that the sale of the autos given the nature of the business does not <br />trigger the prohibition against used car dealerships that are not in conjunction with a new car <br />dealerships. The conditional use permit issued for the previous user was for motorcycle repair <br />specifically. Therefore, a new conditional use permit for auto repair/restoration is required <br />following the standards for conditional uses found in Chapter 1118 of the Zoning Code. <br />Mr. Varnese said restoring classic cars started as a hobby which they are now turning into a <br />business. There will be no alterations to the inside of the building as it was updated by the <br />previous owner. They are hoping to restore one car a month if time permits. There will be no <br />painting at the site as they outsource all painting. Mr. Schumann questioned the hours of <br />operation and signage. Mr. Varnese said at first this will not be their full-time job so work will be <br />during the evening and on weekends as time permits. There will be no signage at the site and all <br />work will be done inside the building. Mr. Schumann asked if chemicals would be on site and <br />Mr. Dreseling said no, any oil collected is given to Lube Stop for disposal. Mr. Schumann asked <br />about chemical storage containers on the site and Mr. Russell said when the fire department used <br />the site there was oil storage. However he isn't sure it's still in palace or if it's been inspected. <br />Mr. Varnese said the previous owner had an EPA-1 inspection (hazard chemical) which passed <br />and during the purchase of the site they had the inspection updated. Mr. Rerko asked if there <br />would be any hammering for body work and Mr. Varnese said the majority of body work and all <br />painting is outsourced only mechanical work is done at the site. Mr. Malone asked what type of <br />work is done, engine or body. Mr. Varnese said to date they have restored five cars and all body <br />work was outsourced. Their specialty is mechanical there is minimal body work performed. As
