... <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR APRIL 8, 2015 <br />ROLL CALL <br />Chair Malone called the meeting to order at 7:00 p.m: in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Don Rerko, Paul Schumann, David Anderson, Thomas <br />Patton, Ralph Bohlmann <br />Staff: Planning & Development Director Kimberly Wenger, City Engineer Pietro DiFranco, <br />Assistant Building Commissioner Daniel Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of March 25, 2015 as amended, which passed 7-0. <br />NEW BUSINESS <br />CMS15-2762 Ganlev Honda; 25870 Lorain Road <br />Representative: Joel Copley, P.E., Janotta & Herner <br />Ms. Wenger said the project involves renovation of the entire Ganley Honda campus zoned <br />General Refail Business. The existing dealership building will remain and a significant addition <br />for service will be added to the east side of the building. The front setback of the dealership <br />building is non-conforming therefore a special permit to add to a non-conforming building is <br />required. Code requires any additions to meet zoning codes and the proposed fagade changes will <br />not meet front setback requirements; so a front setback variance is required. Demolition of the <br />former resale building was completed in 2013. The building at the corner of Lorain and <br />Ranchview is scheduled to be demolished once the existing dealership is complete. <br />The fagade of the building will be refaced with a Honda blue entry element, metal panel and an <br />aluminum storefront system. The service center addition will be constructed of a white color <br />CMU, and other side and rear areas of the building will be painted to match. A new masonry <br />dumpster enclosure is shown at the rear of the building. Much of the site doesn't conform to <br />code, including building front and side yard setbacks, both of which will require variances. The <br />proposal will increase the amount of greenspace along Lorain Road and eliminate front row <br />parking immediately adjacent to the sidewalk, however variances for vehicle display in the front <br />building setback and side yard parking setbacks are required. New landscaping includes Lorain <br />and Ranchview Road frontages, beds adjacent to the building and islands at the end of parking <br />aisles. The rear property line abutting residential property includes a 6-foot solid cedar fence and <br />a staggered row of evergreens. Significant green space is maintained at the rear of the property <br />for storm water management. The proposal eliminates all curb cuts along Ranchview and <br />includes three curb cuts along Lorain Road. However the eastern Lorain curb cut presents a <br />concern due to the proximity of the Ranchview intersection. Eliminating or moving the eastern
