PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MAY 25, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Darrick Matthews, Tom Patton, David Anderson, Paul Schumann <br />Absent: Don Rerko, Julie Nader <br />Staff: Planning Director Kim Wenger, Planner James Aspery, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of Apri127, 2016, motion passed 5-0. <br />NEW BUSINESS <br />16-5426; N O High School/Middle School Complex; 27301 Butternut Ridge Road <br />Representative: Chris Smith, Then Design Architecture <br />Mr. Schumann recused himself from discussing the case due to owning property abutting the <br />proposed school complex. <br />Ms. Wenger stated that this proposal consists of a new high school and middle school building, <br />stadium facility, athletic fields and accessory site improvements. The entire property is zoned <br />One Family Residence A. The North Olmsted City Schools are seeking phased approval for this <br />project. Construction must begin early in the summer of 2016 to meet the completion deadline <br />for the facility to open for the 2018-2019 school year. The construction delivery method selected <br />by the school district expects that some design elements will not be finalized until the project is <br />well underway. Due to the unusual circumstances and community importance of this large scale <br />project, city staff agreed to review the project in at least three phases, each of which will be <br />subject to Planning and Design Commission and City Council review and approval Phase 1- site <br />layout only; Phase 2- school building only; Phase 3- remaining site details (landscaping, <br />lighting, road improvements, stadium and athletic facilities, etc.) <br />Plans submitted for Phase 1 show remaining facilities on the north side are to be demolished, the <br />proposed site layout of buildings; parking areas, landscaped areas, athletic fields, and storm <br />water management facilities. This approval includes general grading, drainage and utility <br />layouts, as well. The location of the 100-year flood plain is shown on the overall site plan. The <br />flood plain and riparian setback requirements associated with Roots Ditch traversing the site <br />were significant factors in determining the location of major project elements. The northern side <br />of the property closest to Butternut Ridge Road beaxs the bulk of the development footprint.
