PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 13, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:05 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Julie Nader, Paul Schumann <br />Absent: Tom Patton, Don Rerko, Darrick Matthews, <br />Staff: Assistant Law Director Bryan O'Malley, City Engineer Pietro DiFranco, Planner James <br />Aspery, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Nader asked that "including the extensive use of soldier and header courses" be added to the <br />second paragraph of the School Complex discussion. <br />Mr. Malone moved to approve the Planning & Design Commission minutes of June 8, 2016 <br />as amended, motion passed 4-0. <br />NEW BUSINESS <br />16-6160; Grace Church; 4816 Dover Center <br />Representative: Clarence Watkins, Bramhall Engineering, 801 Moore Road, Avon, OH 44011 <br />Mr. Aspery stated that the proposal consists of expanding the existing parking lot, adding <br />lighting and making storm water management improvements. The entire property is zoned One <br />Family Residence A. Churches are a conditional use in residence districts; therefore, a <br />conditional use permit is required. The existing parking lot is non-conforming inasmuch as it is <br />not curbed and the location violates the side (north) setback requirement. The existing parking <br />lot is about 72 spaces. The parking lot will be expanded to the west, adding about 40 spaces. The <br />applicant proposes to continue the non-conforming side (north) setback of the parking lot. Code <br />requires a 20 foot setback and the applicant shows 2.67 feet, so a 17.33 foot variance is <br />requested. Also, the applicant proposes not to install continuous concrete curbing around the <br />additional parking area to match the existing condition. Instead, they show concrete wheel stops <br />along the perimeter of the parking lot. A variance is requested for not providing required . <br />continuous curbing. A storm water management basin is proposed in the northeast corner of the <br />site to provide storage for the new parking lot area and to address insufficient drainage <br />conditions on the site in general. Staff had expressed concern about the location of the basin, the <br />appearance and maintenance of it, and potential safety issues related to standing water in <br />proximity to the public sidewalk. If the basin could not be relocated, staff recommended a <br />greater setbaclc from Dover Center Road and the installation of landscaping between the <br />sidewalk and the basin to improve the appearance of the site and create some separation between <br />pedestrian activity and the basin.
