PLANNIleTG & DESIGIV COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF SEPTEIVIBER 14, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:02 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Paul Schumann, Tom Patton, Darrick Matthews, Julie <br />Nader <br />Absent: Don Rerko <br />Staff: Law Director Michael Gareau, Planning Director Kim Wenger, Planner James Aspery, <br />City Engineer Pietro DiFranco, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Schumann, to approve the Planning & Design <br />Commission minutes of August 24, 2016, motion passed 6-0. <br />OLD BUSINESS <br />16-6200; Ganley VVV; 25730 Lorain Road <br />Representative: Joel Copley, Janotta & Herner <br />Ms. Wenger stated that Ganley acquired three parcels to the east of the existing Westside Imports <br />campus for the purpose of expanding their inventory F-torage area. The parcels on Lorain Road to <br />the east of VW are zoned General Retail Business. The vacant parcel with frontage on Root <br />Road is zoned B One Family Residence. Development of the residential lot is complicated by the <br />presence of a ditch and wetlands, which are protected by local and federal regulations governing <br />environmentally sensitive areas. Since the previous Planning and Design Commission meeting, <br />plans have been improved. The following issues were addressed: <br />• The size of the paved parking area has been reduced by 2,000 square feet to allow for a 2- <br />foot tall landscape mound and 6-foot tall wood fence to be constructed along the north <br />boundary of the developed area. The fence will be extended north along the VW parking lot <br />and tied into the existing fence. <br />s With the reduction in pavement, the distance between the northern residential property line <br />and the edge of pavement has increased by about 10 feet. The width of the conservation area <br />is 100 feet. The additional setback to the parking lot including the mound and detention area <br />ranges from about 65 to 70 feet in width. So, there will be 165 to 170 feet between the <br />property line and edge of pavement. Two light po?es (those nearest to the property line), are <br />another 42 feet from the edge of pavement, so more than 200 feet away from the residential <br />neighbors to the north. The applicant provided a cross section of the site showing the grading <br />and the point of view from the nearest residence.
