PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF NOVEMBER 15, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Dave Anderson, Greg Malone, Darrick Matthews, Julie Nader, Tom Patton, Paul <br />Schumann <br />Absent: Don Rerko <br />Staff: Planning and Development Director Kim Lieber, Assistant Law Director Bryan O'Ma11ey <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of October 11, 2017, motion passed 6-0. <br />NEW BUSINESS <br />17-10125; Tails from the Citv; 23130 Lorain Road <br />Representative: Michelle Wheadon, Tails from the City <br />Ms. Lieber said the proposal consists of a conditional use permit for an animal services use in the <br />13-1 Local Business District. Tails from the City is a pet adoption business proposing to locate in <br />the retail plaza just west of West 231st. The Commission should apply the general standards in <br />Chapter 1118 of the Zoning Code. In addition, specific conditional use standards are included in <br />the code for animal services, primarily because of the potential for neighborhood impacts related <br />to outside uses, noises and odors. The applicant has included a narrative of their business <br />proposal in their submission. Note that no part of the facility is within 100 feet of a residential <br />zoning district and no outdoor uses are proposed. Ms. Lieber asked how the applicant would <br />provide relief areas for dogs at the property. <br />Ms. Wheadon said that the business is primarily a cat adoption facility. Cats will be brought from <br />the shelter temporarily for adoption events. In the occasions where there are dogs, relief areas <br />could be set up inside or dogs could be accompanied to a grassy area outside. All waste would be <br />removed. She said this facility would provide a storefront for people who are looking to adopt an <br />animal, rather than at the shelter which is not set up for that purpose. Aside from animal <br />adoptions, the space could accommodate additional programming such as cat yoga. Mr. <br />Matthews asked if animals would be housed overnight and Ms. Wheadon said cats would <br />sometimes be kept overnight for weekend adoption events but they are returned to the shelter <br />once the event is over. Mr. Matthews expressed concern that the facility is not set up for a large <br />population of dogs. Ms. Weadon said the business model is primarily cats and that dog adoptions <br />are more rigorous and time consuming. The storefront will provide a place for people to meet an <br />animal without having to go to the shelter or a foster home. Mr. Schumann asked if animals <br />would be accepted at the location and Ms. Wheadon said no. She also confirmed that all animals
