CAUCUS: <br />None called <br />H. ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:10 p.m. <br />PRESENT: Planning Commission Cha.irman R. Koeth, Architectural Review Board Chairman B. <br />Zergott, Board Members; S. Hoff-Smith, T. Hreha, J. Lasko, M. Yager, J. Nader, J. Crook and T. <br />Ulewicz. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, Building <br />Commissioner D. Conway, and Clerk of Commissions D. Rote <br />ABSENT: Board Members J. Lasko and W. Spalding. <br />III. COMMUNICATIONS: <br />IV. OLD BUSINESS: <br />Carnegie Management & Development Coraoration, Parcel E: <br />The proposal consists of modifications to the approved Pazcel E development plans. <br />Department Reports: <br />Planning Director Wenger reviewed that (Parcel E) Mixed Use Development was approved by <br />City Council on June 28, 2004. Carnegie presented amendments to the plan relating to the <br />number and location of access points wluch were approved by City Council on September 14, <br />2004. She and the Building Commissioner met with Mr. Berryhill on January 7, 2005, at that <br />meeting Mr. Berryhill indicated that several plan modifications were being considered, due to the <br />location of a sanitary sewer line and the parking requirements of various potential tenants. At that <br />meeting, she voiced her concerns that the proposed changes would have a negative impact on the <br />aesthetics of the development and potentially create a hazardous traffic circulation issue. The <br />Board of Zoning and Development Committee met on January 25, 2005, and members felt that <br />building relocation disrupted the streetscape and buildings were moved to close to adjacent <br />residences. Committee members felt that in effect, the proposed changes created a strip center <br />atmosphere rather than a lifestyle center. On March 14, 2005, she met with Mr. Khouri, the City <br />Law I3irector and Carnegie's legal counsel. At which time, Mr. Khouri described the plan <br />amendments he felt were necessary to make the project successful and indicated a desire to start <br />the amendment process quickly. <br />No significant changes were proposed for the Target portion of the site. The proposed <br />amendments are limited to Buildings B, C and D and the area around the buildings. Those <br />changes are primarily building dimensions and location, although total square foota.ge of <br />buildings has not changed. She provided copies of approved plans for referencing. The east of <br />Building B entrance is now squarer, than rectangle, its enh`ance has been moved from the south to <br />the east fagade, and its rear loading dock area has been revised. T'he west of Buildings C and D's <br />main entrance was resized to accommoda.te sewer line location and relocated northward to <br />accommodate parking on all sides. Approximately 50 parking spaces were added. The increase
