LANDMARKS COMMISSION <br />CITY OF NO1tTH OLMSTED <br />1VIINUTES FOR JANUAIZY 14, 2008 <br />ROLL CALL <br />Chair Schumann called the meeting to order in Council Chambers at 7:00 p.m. <br />Present: Paul Schumann, John Lasko, Thomas Schock, Jeff Herwick, Lawrence Orlowski, <br />Tom Dubowski, Dale Thomas <br />Absent: Maryellen Davis <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Planning <br />Secretary Shannon English <br />ELECTION OF CHAIR AND VICE CHAIR <br />Mr. Lasko moved to elect Paul Schumann as Chair for 2008, seconded by Mr. Schock, which <br />was unanimously approved 7-0. <br />Mr. Schumann moved to elect Tom Schock as Vice Chair for 2008, seconded by Mr. Lasko, <br />which was unanimously approved 7-0. <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mr. Dubowslci moved to accept the minutes, seconded by Mr. Orlowski, for the December 12, <br />2007 Landmarlcs Commission meeting, which was unanimously approved, 7-0. <br />OLD BLTSINESS <br />Biddulph Trail Cluster Home Development; 25747 Butternut Ridge Road; PPN 236-23- <br />028: Proposal consists of a request for certificates of appropriateness for demolition of existing <br />structures and new construction associated with a cluster home development proposal. <br />Ms. Wenger reminded the Commission with regard to their duties. There are two certificates, <br />one for demolition and one for development. The denial of the demolition certificate would put <br />a 6 month moratorium on demolition. The action on the certificate of appropriateness for new <br />development would be a final order of the Landmarks Commission. Mr. O'Malley has <br />researched the exact boundaries of the district, and the traffic is not a relevant issue before the <br />Landmarlcs Commission for determining a Certificate of Appropriateness. <br />Mr. O'Malley reviewed the legislation creating the Landmarks Commission and the historic <br />district. The record is unclear as to the exact boundaries of the district, whether it is 300 feet in <br />depth along Butternut Ridge Road or only certain identified properties. Regardless, the property <br />in question is definitely within the Historic District. The Commission's responsibility is to focus <br />on the project's impact on the historic district. The Planning and Design Commission and City <br />Council will be reviewing the broader planning principals and rezoning regarding the <br />development.
