!"' + LANDMARKS COMMISSION CITY OF NORTH OLMSTED MEETING MINUTES OF OCTOBER 12, 2009 ROLL CALL Mr. Schumann called the meeting to order at 7:02 p.m. in Council Chambers and Mr. Dubowski led the Pledge of Allegiance. Present: Paul Schumann, Tom Dubowski, Maryellen Davis, Larry Orlowski, Thomas Schock, Dale Thomas, Don Rerko Absent: Jeff Herwick, John Lasko Staff: Secretary Tricia Granfors REVIEW AND CORRECTION OF MINUTES Mr. Dubowski moved, seconded by Ms. Davis, to approve the September 14, 2009 minutes, which were unanimously approved. Mr. Rerko abstained. OLD BUSINESS Certified Local Government Grants - Proiect Ideas Mr. Schumann reviewed Ms. Wenger's notes on the benefits and drawbacks of various CLG grant project ideas. The relocation of the Caster House to Frostville Museum was discussed at length. Mr. Dubowski feels this project should be the first priority. Mr. Thomas and Mr. Rerko agree due to the timing; all concurred. Mr. Schumann noted as timely as the need is, there is much work to be done with the School Board as well as approaching the Olmsted Historical Society and the Metroparks for approvals and agreements. Although it is a historical house, it is stick-built, similar to another house at Frostville, and only so many buildings can be moved to that site. The School Board is scheduled to submit detailed plans for the Caster House and annex building for the November meeting. It is hoped the schools can be persuaded to keep and use the house or to sell it to someone who can restore it. It should be kept in the historic district. Mr. Schock feels it would be a good rehabilitation project for Polaris students to get the house ready for sale. If moved, the schools could be asked to help fund the project. Mr. Dubowski attended a School Board meeting at which Mr. Lasko indicated the current plan was not detailed enough and requested more work be done before submitting it. Mr. Rerko questioned the current zoning of the property. Mr. Schumann said he would not approach the Olmsted Historical Society or Metroparks until after the November Landmarks meeting to ascertain the school's plan. Mr. Orlowski said even if the demolition is denied the School Board need only wait six months before moving ahead with their plans. Concerning Old Town Hall ADA improvement needs, Mr. Rerko said its current condition invites litigation. Having a public meeting place that persons with disabilities cannot navigate may lead to legal action. Many universities are currently dealing with that scenario. The current uses of the building were discussed including the food cupboard and the efforts to move the food cupboard to Butternut Ridge Road. Mr. Schumann and Mr. Rerko believe even though it is a
