BOARD OF ZONING APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF AUGUST 5, 2010 <br />ROLL CALL <br />Ms. Sergi called the meeting to order at 7:30 p.m. in Council Chambers. <br />Present: Nancy Sergi, Maureen Diver, Jennifer Rudolph, Laura Bellido <br />Absent: Alfredo Lopez <br />Staff: Law Director Michael Gareau Jr., Building Commissioner Dale Mitchell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF 1VYINUTES <br />Ms. Rudolph moved, seconded by Mrs. Diver, to approve the July 1, 2010 minutes which <br />was approved 4-0. <br />RESIDENTIAL APPEALS AND REQUESTS <br />William Kraley; 4302 Porter Road: <br />Request for variance; proposal consists of a new fence and the following variance is requested: <br />1. An 18 inch height variance for a fence higher than code allows in the front setback; code <br />permits 30", applicant shows 48", section 1135.02 f(1). <br />Mr. Kraley was sworn in. He said he would like to install a section of wrought-iron fencing <br />along the front of his yard south of the driveway. At either end he would like to have stone <br />columns instead of using standard posts. A sample section of fencing was shown to the board. <br />Ms. Rudolph asked if the fence was being installed for security or decorative landscaping and <br />Mr. Kraley said to enhance the entrance to his home. Mrs. Sergi asked how far off the sidewalk <br />the fence would be and Mr. Kraley said 8 feet inward. He noted that at a later date he may <br />duplicate the fencing along the north side of the driveway. Mrs. Diver asked if the existing <br />shrubs would be removed as it impeded the ability to safely judge traffic pulling out of his <br />driveway. Mr. Kraley said that his neighbor was removing the shrubs due to the safety concern. <br />Mr. Mitchell said that the fencing is more of a decorative style fence but questioned the spiked <br />tops as the city building codes do not permit spikes on any style fencing. He asked if the <br />applicant could order the fencing with different tops. Mr. Kraley said that the previous owner <br />purchased the fence that he is using. Mr. Mitchell suggested installing the fence with the spikes <br />down or contacting the company to seek tops which meet code. Mr. Kraley said he would look <br />into have the tops changed. <br />Mrs. Diver questioned the size and shape of the stone columns the applicant wanted to install and <br />aslced if the columns would be allowed by code. Mr. Mitchell said the building department <br />would require a detailed drawing submitted stating the depth of the footers, type of stone used, if <br />the columns are capped, and height of the columns. Ms. Rudolph asked if the columns would be <br />higher than the 4 foot fence and Mr. Kraley said they would be about 6 inches higher.
