PLAN1vTING & DESIGN COIVIMI5SI0N <br />CITY OF IoTORTH OLMSTED <br />MIIVUTES OF OCTOBEIt 27, 2010 <br />ROLL CALL <br />Mr. Lasko called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Don Rerlco, Ralph Bohlmann, Melissa Meredith, Robert Parry, Jim <br />Cotner, Greg Malone <br />Staff: Planning Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Pete DiFranco, Building Commissioner Dale Mitchell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mrs. Meredith, to approve the Planning and Design <br />Commission mintates of October 13, 2010, which was approved 7-0 <br />OLD BUSINESS <br />CMS10-26: Wal-Mart: 24801 Brookpark Road: <br />Representative: Aaron Matson, CESO, Inc.; Frank Schaeffer, architect <br />Ms. Wenger detailed the scope of the proposed project. The property is zoned Mixed Use A, <br />therefore the Commission has the authority to review and approve amendments to the <br />development plan. The Board of Zoning Appeals granted Walmart a special permit anci all <br />required variances. <br />Mr. Matson said all items addressed by the Commission were incorporated and all required <br />variances granted. Mr. Malone said he is satisfied with the quantity and size of plants however <br />the quantity noted on the plan does not match the number shown on the landscape plan. Mr. <br />Matson said what is shown on the landscape plan is what will be planted. Mr. Rerlco asked him <br />to identify the blue elements along the front building; Mr. Matson said there would be blue <br />recycling cans, small window signs stating the hours of operation and bollards. Mr. Rerko said <br />he would prefer masonry bollards and suggested making the signage on the canopies off center <br />to balance the entrances. Mr. Parry asked if the existing masonry wall along the east would be <br />addressed as there are sections with chipping and cracking which should be fixed. Mr. Matson <br />said the east wall would be addressed and noted that only the area aligned with the new addition <br />would have a new wall. Mr. Schaeffer said the elevations which are not being altered will be <br />painted the new color palette. Mr. Matson noted that WalMart has a policy which requires all <br />delivery trucks turn off their engines after the first five minutes into the delivery. <br />Councilman Orlowski felt directional arrows should be painted at all egress points for safety and <br />all existing mounds should be maintained. He would rather see landbanlc parking in lieu of <br />adding 48 parking spaces along the Brookpark mound. He asked what the height of the north <br />/
