ROLL CALL: Chairman Tallon called the meeting to order at 7:40 P.M. <br />Present: R. Tallon, K. O'Rourke, T. Brennan, W. Spalding, R. Koeth, and D. Cameron-Alston. <br />Absent: S. Asseff. <br />Also Present: City Bngineer Deichmann, Building Commissioner Conway, Assistant Law <br />Director Dubelko and Clerk of Commissions Cornish. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The members did not receive the July 28, 1998 minutes, therefore review and correction was <br />delayed until the September 22, 1998 meeting. <br />III. BUIILDING DEPARTMENT REQLTESTS: <br />1). Castle Pines, to be located on propertv currentlv shown at 30338 and 30374 Lorain Road <br />Proposal to construct senior citizen complex with apartments, assisted living units, and a nursing <br />home facility. Note: Approval was granted for an identical proposal at the June 6, 1995 City <br />Council meeting, which has since expired in accordance with Ord. 90-125, Section 1126.07. <br />Originally heard by Planning Commission May 9, 1995, Architectural Board of Review on May <br />17, 1995, and Board of Zoning Appeals May 15, 1995. Proposal is to be reheard.by the board of <br />zoning appeals on September 10, 1998. <br />Mr. Coury presented the proposal which included: 150 independent living apartments; 50 assisted <br />living; and 50 skilled nursing facilities. The project included the construction of the facility on the <br />two lots (permanent parcel number's 233-08-15 & 16) as well as the building of a small lake on <br />the southern portion of the properties. Mr. Kazmar, architect, addressed the project aesthetically <br />and mentioned there have been no changes since the previous submission. Mr. Tallon noted there <br />were several changes including: 1) 8 new beds have been added to the nursing home; 2) the <br />overall size of the nursing home slightly increased with angular ends vs. Original building set <br />backs; 3) Side yard landscaping buffer reduced to 8 feet at service drive to nursing facility; 4) <br />Landscaping does not appear as dense as previous proposal; 5) Added pad for electrical and <br />cooling tower on adjacent lot; and 6) Front entrances to Independent Living moved to side of <br />building as requested by Planning. Mr. Coury advised the number of beds has actually decreased <br />to 50 beds with the potential of adding more later. Mr. Tallon questioned if the prints provided <br />were exactly the same as previously approved by planning commission. Mr. Kazmar stated these <br />are the exact drawings that were submitted to Mr. Conway for the purpose of obtaining a building <br />permit. Mr. Conway advised the plans have been revised slightly since the previous planning <br />commission meeting which is mostly related to the nursing home. Mr. Kazmar confirmed any <br />change that was made to the plans was as a result of a review by one of the city agencies (i.e. <br />building department, engineering department, etc.). Mr. Brennan stated the planning commission <br />puts a lot of faith in the boards they refer to, particulaxly architectural review board. W. Kazmar <br />believed the architectural review board recommended the reduction. Mr. Tallon could not believe <br />that the architectural review board would have recommended a reduction of the 8 foot landscape. <br />buffer. Mr. Conway clarified that this reduction in landscaping most likely resulted from a review <br />by the Engineering Department during site development. He noted the latest drawings were <br />compared to a drawing submitted in 1995 which was approved and signed by the b.z.d. chairman. <br />If it is the consensus of the commission, Mr. Coury agreed to go back to the ten foot-landscape
