Roll
call on motion: Tallon, Brennan, Assefl? and Cameron-Alston, yes. Mr. Koeth abstained.
III. BUII..DING DEPARTMENT REQUESTS:
1) C.V.S. Pharmacy, 23359 Lorain Road. Proposal to construct pharmacy in front of existiug Goodwill and Hobby's, Etc. units (the existing
center will be demolished). Variances may be required. Continued from meeting of January 13,
1998 and January 27, 1998.
Mr. Wagner, developer, advised at tlie last meeting there were two issues including the covered
ditch on the southem end of the property and the photometric study. He noted the site plan has
been revised, and the plau submitted to the city February 9, 1998, includes the recommendations
of the city's engineering department as noted in a memorandum dated 7anuary 29, 1998. In
addition, a revised photometric plan was presented on January 6, 1998, and the lighting has been
reduced to zero or near zero at the lot line, the pole heights have been reduced, and a cut of the
light and pole was presented. Mr. Wagner explained the light wattage reduction was not
necessary as illustrated by the photometric plan. The commission reviewed the photometric plan.
Mr. Wagner noted the location of the florescent lights. Mr. Tallon advised the lighting should not
glare out from the building, and stated any lighting along the southern property line should be
down lighting. Mr. Brennan questioned if the florescent lights would shine down and if they
would be an alcove. Mr. Wagner confirmed that was the intention. Mr. Asseff cautioned the
lighting should not be high intensity d.ischarge. Mr. Wagner explained the light poles would be 20
feet from the grouud to the bottom of the fixture. Mr. Tallon suggested a flat fixttue so that the
bulb is up inside the fixture and there is no glare. Mr. Wagner agreed to use a flat lens. In
response to a question from Mr. Tallon, W. Wagner advised they would use 400 watt metal
halide bulbs. On the rear fixtures, Mr. Tallon suggested lowering the bulb wattage on the rear of
the buildings which abut the residential areas. Mr. Rymarczyk advised this proposal has not yet
been heard by the architectural review board. In response to a question from Mr. Tallon, the
clerk advised the next architectural review board meeting is February 18, 1998. Mr. Tallou
opened the meeting up for audience participation. Councilman Michael Gareau Jr. had concerns
regarding the fence. He requested that the fence ruu from the east side of the new headwall, west
till it is 30 feet from Clague Road. It was noted the fence is broken up by landscaping, and W.
Gareau would like to see the fence run almost the entire length of the southern property line. W.
