ROLL CALL: <br />Chairman R. Tallon called the meeting to order at 7:40pm. <br />PRESENT: Chairman, R. Tallon, Board members; K. O'Rourke, W. Spalding, S. Asseff, T. <br />Hreha, and C. Allan. <br />ALSO PRESENT: City Engineer; L. Griffith, Asst. Law Director; J. Dubelko and Asst. Clerk of <br />Commissions; S. Solomon. <br />ABSENT: Board members; R. Koeth. <br />II. REVIEW AND CORRECTION OF 1VIIN[JTES: <br />The Planning Commission minutes dated October 23, 2001 have been submitted for approval. <br />R. Tallon motioned to approve the October 23, 2001 Planning Commission minutes as <br />submitted. K. O'Rourke seconded the motion. Roll call on the motion; R. Tallon, K. O'Rourke, <br />C. Allan, and W. Spalding; yes, T. Hreha; abstain. Minutes approved. <br />R. Tallon noted that N1r. Asseff was present and that the Kennedy Ridge Townhomes would be <br />heard first in the building department requests rather than Halleen KIA. <br />.II. BUILDING DEPARTMENT REQUESTS: <br />Kennedv Ridge Townhomes; 236-17-005 & 015 <br />Proposal consists of 40 new Townhomes with Access via Kennedy Ridge Road. <br />Note: Variances are required. <br />Chairman Tallon called all interested parties forward to review the proposal. Scott Gilespie, <br />Vice President with NRP Group, came forward to review the request. He explained that this is a <br />proposal for approximately 3.38 acres located on Kennedy Ridge Rd. He passed out a brief book <br />to the board members, which included the site plan, unit types, and there is a brief narrative in <br />the beginning describing what this proposed community is all about. It is going to be 40 <br />townhome units, which range in size from 1,150 to 1,800 sq. ft. They are townhouses in the fact <br />that they are not stacked flat, they are vertical. Some have open balconies into lofted space. <br />They were designed by Mr. Kephart, with Kephart architects, who is also present tonight. The <br />site plan shows five equal sized buildings. In meeting with the Building Department, they <br />wanted us to keep the maximum distance between the back of the single-family properties and <br />these units. In doing so, they moved the units as far as they could toward I-480. They had to <br />request some variances to accomplish this. Basically the variances are for setback issues, he <br />would address them tonight, but'they have to go to Board of Zoning Appeals and then return to <br />this board for further review and details. They did not do all the final landscaping plans and a <br />few of the other elements, only because they wanted to know if the Board of Zoning Appeals <br />would approve of the variances for the setbacks. They tried to make it so that all the garages, <br />balconies and front porches open onto an interior courtyard rather than to exterior.
