Parcel E Zonin issue; PP# 236-05-001 <br />Meeting consists of a work session to 'solicit input from a Professional Plariner (Mr. George Smerigan), <br />abutting neighbors and Parcel E owner thereby assisting Planning Commission in their duties of making a <br />recommendation to Council on the issue of Zoning Parcel E. , <br />Chairman Koeth reviewed what the special meeting was for and how he would like it to proceed. He <br />indicated that he would like the audience members to speak first and then the landowner. When speaking, <br />the audience members and owner will need to step up to the microphone and give their name and address. <br />Mr. Skoulis, the president of West View Homeowners Association, came forward to speak for the abutting <br />neighbors. Mr. Skoulis reviewed that their association had met since the last Planning Commission <br />• meeting. About-30 residents and 3 Council members attended the meeting. Those who could not attend <br />sent in letters or e-mail voicing their opinions. The main concerns voiced by the residents will have to be <br />addressed when the land is in the process of being developed. Only those issues concerning rezoning will <br />be addressed now. The resident's main objection is against big box stores, i.e. Wal-Mart, Kmart, anything <br />of that size. They do not wish to stop the owner from developing the land. and making a profit. The <br />residents just want to lessen the impact that the zoning of this land will have on them. The main use in the <br />area is residential. 'I'he two main issues are the safety and placement of buildings. Regarding safety, the <br />residents are concerned that the access for Parcel-E will end up on West View Drive and Columbia Road. <br />Mr. Biskind's development still owns a parcel of land on Columbia Road that eould be converted into a <br />road. The Columbia Road'intersection is one of the busiest intersections in North Olmsted arid there have <br />been fatal accidents. Coluinbia Road backs up during business hours and cars have ended up in the ditch <br />trying to get around traffic. The residents do not want to see the entrance to Parcel-E placed on West View <br />drive or Columbia Road. - Mr. Skoulis believes that there should be a barrier placed at the end of West <br />View Drive and a permanent deed restriction placed, on the property indicating the street is never to be <br />opened into Parcel-E. The placing of buildings was discussed for several months when the owners were <br />asking to have the land zoned office use. At those discussions, Biskind agreed he would never request an <br />access street onto West View drive, which should be documented in minutes somewhere. At that time the <br />buildings were not to be hiaher than 4 stories, and were to be placed along Brookpark Road. The reason <br />for the height restrictions was to make sure that those in the office buildings would not be looking down <br />into the resident's windows. They do not want to see multiple restaurants placed on the site. If a restaurant <br />is placed on the site there should be no liquor served and it should be of a caliber, that would have the least <br />amount of noise. There is_ currently a developer who is interested in purchasing the land and placing a big <br />. box store and three restaurants on the site. The residents would like to see assisted living, book stores, gift <br />shops, medical .offices, day care centers, condominium offices and office park type development. The <br />residents would like no more than 2 story buildings, such as the condominiums across the road. Mr. <br />Skoulis wanted to make the board members aware that ordinance 1139.01 limits where a big box store can
