ROLL CALL: Chairman Koeth called the meeting to order at 7:45 p.m. <br />PRESENT: Chairman Koeth, and Board members, C. Allen, S. Asseff and W. Spalding <br />ABSENT: J. Lasko, K. O'Rourke, and T. Hreha - <br />ALSO PRESENT: Asst. Law Director, B. O'Malley, Asst. Building Commissioner, <br />T. Ryrnarczyk, City Engineer, P. Deichmann, and Asst. Clerk of Commissions, A. Kilbane <br />II. REVD?W AND CORRECTION OF MINUTES: <br />The Planning Commission minutes dated April 9,2002 have been submitted for approval. <br />Chairnlan Koeth made a motion to approve the minutes as submitted. The motion was seconded by <br />W. Spalding. Roll call on the motion: W. Spalding, S. Asseff, R. Koeth; yes, and C. Allen; abstain. <br />Motion Carried. <br />III. BUILDING DEPARTMENT REQLTESTS: <br />1. Buckeye Building (Nathan Sexstella)- 23203 Lorain Road; <br />Proposal consists of determination of similar use for a Body Piercing/Tattoo Parlor under sectioris <br />1139.01(4)(A)(2) and 1123.10. Note: Section 1139.01(4)(A)(2) allows offices for dentists, doctors <br />or other recognized professionals. However, there are no provisions for Body Piercing/Tattoo <br />Parlors. Parking variance will be required for 2 car parking spaces as 16 total parking spaces are <br />requirf;d for this structure and the most cars which will fit on the site is 14. <br />Chairnian Koeth asked for a representative from Buckeye Building to come forward to address the <br />propo:;al. Mr. Nathan Sexstella of Elyria, Ohio came forward. Mr. Koeth asked him to explain what <br />he would like to do. Mr. Sexstella handed out reading material to the board and explained he is <br />looking to franchise a Body Work Productions, which is located in Cleveland. Body Works is a <br />nationally known organization that has helped establish standards of excellence. Mr. David Vidra is <br />an OS:FIA outreach instructor and will be involved with the new facility. Mr. Vidra is also a nurse. <br />They want to expand out from the facility in Cleveland. Mr. Sexstella will likely manage and own <br />the building in North Olmsted. They would like to teach out of the new facility through Health <br />Educators, Inc. He referred to a pamphlet he passed out. Mr. Koeth asked for background on how <br />many offices they have and where they are presently located. Mr. Sexstella replied they are currently <br />locateci in North Ridgeville. He added that David Vidra runs the shop on the corner of West 28`11 and , <br />Detroit in Cleveland. Mr. Koeth asked if the franchise would really be starting out. Mr. Sexstella <br />indicated that is correct. Mr. Sexstella said they will be expanding in Cleveland at Gen X Tattoo, <br />and pc>ssibly another location on fhe west side at a later date. Mr. Spalding asked if there are any <br />franchises in operation elsewhere in Ohio. Mr. Sexstella said there are not. Mr. Spalding asked if <br />the company itself is brand new. Mr. Sexstella indicated the company is new and the building in <br />North Olmsted would be their second location. Mr. O'Malley, the Assistant Law Director, asked for <br />clarifiration on the application. He said Buckeye Building is listed as the applicant on the <br />paperwork. He inquired about the corporate status of that entity and its relationship to Health <br />Educa:tors;"Inc., and Body Work Productions, Inc. He asked for verification as to who intends to <br />occupy the building. Mr. Sexstella said the building name is the Buckeye Building. Mr. Koeth asked <br />if it will be Body Work Productions then at the facility. Mr. Sexstella said it will be Body Work <br />Productions presents Right of Passage, which is the shop name. It will be under Body Work <br />Productions, Incorporated. Mr. Koeth said the first issue to address is health regulations. They need
