CITY OF NO1tTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />PLANNING COMMISSION <br />MINUTES - FEBRUARY 26, 2002 <br />7:30 P.M. <br />IN COUNCIL CHAAMBERS <br />1. ROLL CALL: Chairman Koeth called the meeting to order at 7:35 pm <br />PRESENT: Chairman Koeth, Board members, T. Hreha, C. Allen, W. Spalding, J. Lasko, <br />K. O'Rourke, S. Asseff <br />ALSO PRESENT: Building Commissioner, D. Conway, Assistant Law Director, B. O'Malley, <br />City Engineer, P. Deichmann, Assistant Clerk of Commissions, A. Kilbane <br />II. REVIEW AND CORRECTION OF NIlNUTES: <br />The Planning Commission minutes dated February 12, 2002 have been submitted for approval. <br />Mr. Koeth moved to approved the minutes as submitted. The motion was seconded by Mr. Spalding. <br />Mr. Asseff abstained; all other members voted in favor of approving the minutes. <br />Chairman Koeth reviewed the procedures for conducting Planning Commission meetings for all in <br />attendance. He indicated that the same procedure is to be followed for follow-up questions. <br />III. BUIILDING DEPARTMENT REQUESTS: <br />Halleen KIA- parcels #232-10-025 232-10-024 and 232-10-023. <br />Proposal consists of renovation of the existing three-(3) buildings and automobile storage. <br />Note: Board of Zoning Appeals granted a use variance for storage of vehicles only on 10/04/01. <br />Planning Commission sent proposal to Board of Zoning Appeals at the 11/13/01 meeting and referred <br />the proposal to the Architectural Review Board at the 12/11/01 meeting. Board of Zoning Appeals <br />granted Halleen variances 12/6/01. The Architectural Review Board reviewed this proposal at their <br />2/20/02 meeting. <br />Mr. Koeth read the request and called forward the representative from Halleen KIA. Mr. Farrell came <br />forward on behalf of Halleen KIA. He said the last time they came before the board his notes indicate <br />there were recommendations made by the board and the biggest concern the board had, and many of <br />the residents had, was with respect to the lighting. They went to the Architectural Review Board and <br />those issues were addressed. They had an issue with respect to mounding and with respect to whether <br />there would be evergreen trees planted on the mounding on the west side, and the north side of the lot, <br />as opposed to what was recommended by the Planning Commission, which was a 6 foot high, board on <br />board fence on that same mound. At that last meeting they also asked Halleen to remove two D light <br />poles which were in the southwest part of the lot. They wanted the three lights that were on the <br />southern part of the lot to be spaced evenly along Lorain, and the removal of one additional light that <br />was east of the entrance into the lot. Tliey went back to their lighting engineer on this request and he <br />ran a number of different scenarios. He did in fact remove one of the poles on Lorain and from his <br />photometrics at that time, he determined that they got variable lighting with dark shadowy areas and lit <br />areas. And the light post D's, which were on Dewey and Lorain, when he removed those, there was <br />barely any discernable light with respect to the product being shown. Mr. Farrell approached the board <br />and presented additional schematics with respect to what their lighting expert came back with and <br />determined to be the most feasible resolution to the situation as proposed by the Planning Commission. <br />The board members reviewed and discussed the new plans. Mr. Farrell said they had light posts along <br />Lorain Road with three-head fixtures at 1000 watts, and he believes they were 22 or 24'. They reduced <br />the height of those poles along Lorain. They have the D poles, which were a concern to the board last <br />month, and they had two-headed lights on the D poles, 1000 watt fixtures on each one of those, so <br />2000 watts per pole, and because of the concern for the residents west of Dewey, what their lighting <br />expert came back with was, in order to illuminate that area of the lot, he came back with a single head
