ROLL CALL: 7:45pm <br />Acting Chairman, Koeth called the meeting to order at <br />PRESENT: Acting Chairman, Koeth, and Board members K. O'Rourke, W. Spalding T. Hreha, S. <br />Asseff and C. Allan. <br />ALSO PRESENT: Law Director, J. Dubelko, City Engineer, P. I3eichmann, Asst. Building <br />Commissioner, T. Rymarczyk, Clerk of Commissions, D. Rote and Asst. Clerk of Commissions A. <br />Kilbane. <br />II. REVIEW AND CORRECTION OF N[IN[JTES: The Plannin? Commission minutes dated <br />I)ecember 11, 2001 have been submitted for approval. <br />W. Spalding motioned to approve the Planning Commission minutes dated December 11, 2001 as <br />submitted. The motion was seconded by R. Koeth and unanimously approved. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />KennedyRiclge Townhomes236-17-005 & 0 15 <br />Proposal consists of 40 new Townhomes with Access via Kennedy Ridge Road. <br />Note: Variances are required. This proposal was tabled at the 11/13/01 & 12/11/01 Planning <br />Commission meetings. <br />Acting Chairman Koeth called all interested parties forward to review the proposal. Mr. Crillespie, <br />Vice President with NRP Group, came forward to review the request. Mr. Gillespie indicated that <br />he had new plans as well as existing plans to go over for the board. Mr. Koeth commented that it is <br />the responsibility of the Planning Commission members to take the time to review all the plans and <br />documents received before their meetings take place. Tt benefits no one if the board receives <br />information that is required the day before or the day of the meeting as there is no opporiunity for <br />the board members to review the plans at the site. Therefore, from this point on the Planning <br />Commission will require that all plans or documents be submitted the Friday before the regularly <br />scheduled meeting. Mr. Crillespie apologized for the late submittal and explained that with the <br />holidays it was hard to get the plans drawn up and ready for review in time. He reviewed that the <br />entrance and the radiuses of the turns were increased. The curves were widened on the southwest <br />corner of the site. There is a 50-foot buffer in the back of the lot. The 50-foot buffer will remain <br />between the single-family homes and the multi family units. Two detached paxking garages were <br />moved which will improve the layout of_the units. The garage that served the units on the north <br />west corner building one (#1) is angled so the residents will have better access. The second garage <br />was moved to the southeast corner and will serve building seven (#7). There are now four (4) <br />guest parking spaces located just south of building seven (#7). The light green trees on the site plan <br />are trees currently on the site and will remain in place. The underground retention will be in the <br />back (north) of the buildings. The buildings themselves will be the same design the Commission <br />viewed at the earlier meetings. The buildings will consist of stone face, shaker siding with wood <br />lap shingles. The architect's motif for the units is a lodge type look. The landscaping at the <br />entrance to the site will have an intense build up of boulders and mounding as well as a series of <br />plants that have a more natural appearance. This was chosen to create more privacy for the tenants <br />as well as a buffer for the homeowners who abut the site, The landscaping plans which will be
