a
CITY OF 1VORTH OLMSTED
"TOGETHER WE CAN MAKE A DIFFERENCE!"
CiTLTURAL ARTS COMMISSION
lo'IINUTES - NOVEMBER 5, 2003
IN OLD TOWN HALL
7:00 P.M.
I. ROLL CALL: Acting Chairman Garland called the meeting to order at 7:15 p.m.
PRESENT: R. Garland, B. Martindale, B. App, C. Birney, and D. Frazier
ALSO PRESENT: Assistant Clerk of Commissions A. Kilbane
ABSENT: G. Thompson, and L. Beach
II. REVIEW AND CORRECTION OF MTNLJTES: The minutes from the Cultural Activities meeting
held November 21, 2002 have been submitted for approval.
C. Birney made a motion to approve the minutes of November 21, 2002. Tt?e motion was
seconded by B. Martindale and unanimously approved.
Mr. Garland mentioned he would like to have a program in April or May, before the end of school.
The location would be the Community Cabin or the school gym. He thinks the program should
include a variety of the arts. He said the school, in the last few years, has done a number of
activities that they have presented with the seniors. It is something that Greg Birney did a couple of
years ago but he is retired now. He added that if a program is held at the Community Cabin they
can set up a number of displays of artwork. Mrs. Martindale asked how the program would be put
together. Mr. Garland said the commission would put it together. He said there would certainly be
some music involved. He said he thinks the puppeteers would work at such a program. He said
that Old Town Hall would be too small for the type of production he is thinking about. He said he
would like input from the board as far as whether this is something they want to do. They could
charge a small fee and perhaps develop a nest egg. He said youth involvement, perhaps a jazz
band, would lend itself to drawing a crowd. Mrs. App said it is a good idea but she would like to
review what they have done so far. They need to look at where they have been, and where they are
now. She said she brought some material she would like to share. Mr. Garland said the status of
the commission is they have all been re-appointed for 2003. He said the status of the old library is
still being discussed. Different groups want it used for different things. They wanted the schools to
buy it but he does not think that will happen. Mrs. App said that from the last meeting they asked
for a wrap up of everything the board had been discussing prior to that point. She said she has
prepared soinething and it will be presented to the Mayor. She said a tremendous amount of time
went into preparing this information. She said Mrs. Beach gathered information about all the
spaces they had looked at and compiled a two-page report. She said Mrs. Martindale submitted
information for what needs to be considered for a community theater. Mrs. App added that they
still need a submission from Mr. Thompson regarding space for art shows. She said that Mr. Raig
did draft a letter to the Mayor with the board's recommendations. She handed out the packets of
information she prepared to the board members. Mr. Garland asked if Mr. Frazier had any
information on the discussions between the city and the school board regarding the old library. Mr.
Frazier pointed out that Council is meeting tonight and it is his understanding they will address the
issue of the library tonight. He said the Mayor will introduce something about what to do with the
library. Mrs. App then explained the packet further and said there is a consensus that they want to
have a proper performing arts facility. They want to look at the auditorium at the high school but
they want a separate facility for smaller productions. She mentioned the Senior Center and the
possibility of having a little auditorium that would seat inaybe 100 people or so. Mr. Garland said
there were discussions some time ago about a new senior center. Mrs. Birney mentioned the
