CAUCUS <br />None called <br />II. ROLL CALL <br />Chairman Koeth called the meeting to order at 6:30 pm. <br />PRESENT: Chairnian R. Koeth, Board members W. Spalding, S. Hoff-Smith, M. Yager, C. Allan, J. <br />Lasko, and T. Hreha. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. 0'Malley, City Engineer <br />G. Durbin, Assistaiit Building Commissioner T. Rymarczyk and Clerk. of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />The Planning Commission minutes dated June 8, 2004 & July 27, 2004 have been submitted for <br />approval. <br />R. Koeth moved to approve the Planning Commission minutes dated June 8, 2004 as written. J. <br />Lasko seconded the mation, which was unanimously approved. <br />R. Koeth muved to approve the Plani?ing Commission minutes dated July 27, 2004 as written. <br />W. Spalding secojided the motion which was unanimously approved. <br />IV. COMMUNICATIONS <br />V. OLD BUSIrTESS <br />Carnegie Management & Development Coeporation, Parcel E: <br />The proposal consists of modifications to the approved Parcel E development plans. <br />Chairman Koeth asked for department reports for Carnegie Management. Planning Director Wenger <br />reviewed that the proposal had returned with minor modifications. First minor change is a gate which <br />has been added to the west side of the site to the mound and fence area to prohibit pedestrian traffic. <br />This minor change was at the request of residents from Linda Drive. The major change to the plan is <br />the right-in, right-out drive which was to be in line with building A(Target) onto Brookpark Road. <br />There is now an e?nergency access point shown behind and to the east of the Target building. The <br />second curb-cut onto Brookpark Road was denied by ODOT'S District 12 office and is now being <br />appealed through tlie state office in Columbus by the applicants. ODOT denied the access stating that <br />the traffic study did not show enough traffic volume to necessitate a second entrance point. However, <br />the final approval by Planning Commission was contingent upon the site having two points of access <br />to the site as was C:ouncil's approval. The proposed emergency access to Columbia iZoad has several <br />issues which should be considered. The proposed access point would constitute a break in residential <br />properties on Columbia Road. Significant additional trees would be removed in addition to creating a <br />break in the mound and fence. She asked the applicants to evaluate all possible access points keeping <br />in mind safety issues. The North Olmsted Fire Chief was also asked to give his recommendations on <br />the current plans. <br />Fire Chief Klecan believed that if there was a significant compromise to the main driveway the fire <br />department would be limited to having access to the site. His concern would be getting people off of <br />the site if the main drive is out of commission. There has to be another egress on the site even if it is <br />only for emergency access. He expressed concern with the proposed brick pavers saying that they <br />break down after a couple of years and can not accommodate the weight of the emergency vehicles. <br />The fire departmeiit would request that the emergency access be paved and maintained, although it
