CITY OF NORTH OI,MSTED <br />"TOGETHER WE CAN MAKE A DIF'FERENCE!" <br />PLANNING COMA'IISSION NTEETING <br />IN COUNCII. CHAMBERS <br />1bIINUTES <br />APRIL 27, 2004 <br />I. ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:35 p.m. <br />PRESENT: Chairman R. Koeth, Board members; T. Hreha, C. Allan, J. Lasko, M. Yager, and S. <br />Hoff-Smith. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, Assistant <br />Building Commissioner T. Rymarczyk, and Clerk of Commission D. Rote. <br />ABSENT: Board member W. Spalding. <br />11. REVIEV`' AND CORRECTION OF MINUTES: <br />Planning Commission minutes dated March 23, 2004 are submitted for approval. <br />R. Koeth moved to approve the March 23, 2004 Planning Commission minutes as written. J. <br />Lasko seconded the motion, which was unanimously approved. <br />Chairman Koeth reviewed the procedures that he would be following for the meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1. Laketec Communications; (PP# 235-07-009,010), 27881 Loa-ain Ro1d: (V5'RD 3) <br />Proposal consists of a new canopy at the front entrance. Note: Additional variances are required. <br />Architectural Review Board addressed proposal on 4-21-04. <br />Chairman Koeth called all interested parties forward to review the proposal. Ms. Wenger <br />reviewed the applicants meeting with the Architectural Review Board. The applicant agreed to <br />incorporate all of the recommendations the Architectural Review Board made. She feels that the <br />applicant has heen very cooperative and is trying to enhance the esthetics of the site. Mr. <br />Rymarczyk reviewed the special permit and the front setback variance needed. Mr. Durbin <br />reviewed that the Assistant engineer sent the applicant a memo listing the items required by the <br />engineering department (see memo dated March 29, 2004). To date the engineering department <br />has not received a response. Mr. O'Malley advised that if the boards recommendation is to <br />approve the canopy, their approval should be based on the adoption of the Architectural Review <br />Boards contingencies as well as the Engineering departments requirements being met. <br />Mr. Little the owner came forward to review the proposal. He presented a new plan to the <br />commissioners showing the Architectural Review Boards suggestions. Landscaping was added to <br />both the east and westside of the site as well as a flowerbed around the ground sign. The only <br />suggestion not adopted were those which require the pavement to be removed. The applicant <br />would like to use the canopy to enhance the building and make it look more like an office building <br />then a show room. The building will house Laketec Communication headquarters and will not <br />generate a lot of traffic. The service trucks are not stored on the site as the technicians take them <br />home. The board questioned why the applicant was not willing to place the islands in the parking <br />lot or the planing beds along the front. The applicant voiced that at this point it would be too <br />costly to add the planting beds. The board requested the parking spaces be reconfigured and not <br />angled. Cars backing out of the angled parking spaces would be backing out onto Lorain Road. <br />The board felt that because the parking far exceeded the requirements for the site the owner should <br />create the planing beds as the Architectural Review Board requested. The canopy will have two <br />l 100-watt lights on the underside of the canopy. During the winter months, three lights along the <br />east side and one light along the west side will remain on for security. The applicant will power
