ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:30 p.m. <br />PRESENT: Chairman R. Koeth, Board members; W. Spalding, T. Hreha, J. Lasko, S.. HofF Smith M. <br />Yager and C. Allan <br />AI,SO PRESENT: Assistant Law Director B. O'Malley, Building Commissioner D. Conway, and <br />Clerk of Commissions D. Rote. <br />ll. REVIEW A1o1D CORRECTION OF MIIWTES: <br />M. BTTII.DING DEPARTMENT REQUESTS: <br />Dunlcin I)onuts/ Baskin Robbins; PP# 237-09-005 (Clauge Road: (WRD 2) <br />Proposal consists of construction of a new DLU1kin Donuts/ Baskin Robbins Retail building. Note: The <br />Arclutectural Review Board addressed the proposal on 11-19-03 and approved it 12-17-03. Planning <br />Cominission tabled the proposal 11-25-03. The applicants withdrew 12-23-04, 1-13-04 and 1-27-04. <br />The Board of Zonina Appeals will address variances on 3-4-04. <br />Uuder muteial agreement with the City, Dunkin Donuts was withdrawn from the docket until <br />they have concluded their business with the Board of Zoning Appeals. <br />2. I)ale Schmidt ;(PP# 234-09-017) Sublot #9 Industrial Parkway: (WRD 3) <br />Proposal consists of construction of self-storage structures business <br />Note: The Board of Zoning Appeals will address variances on 3-4-04. The Architectural Review Board <br />approved proposal with conditions on 2-18-04. <br />Chairman Koeth called all interested parties forward to review the proposal. City Planner Wenger <br />reviewed it was the applicants second tiine before the board and has received final approval from the <br />Arclutectural Review Board. The applicant as directed by the Planning Commission addressed each of <br />the zoning issues so that they no longer required variances. The applicant has retumed with a final plan <br />for the Commissions final approval. The applicants have worked in a timely manor with the City, <br />which has helped their project move forward in a timely manor. City Engineer Durbin reviewed that a <br />letter was sent to the applicant reviewing what his department still requires. However they have not <br />received the final plans showing the water retention plan or calculations. <br />Mr. Schmidt indicated that lus engineer spoke with Kathy regarding the calculations and will be <br />submitting final drawings witlun the week. The front parking was moved to be aligned with the <br />dumpster, the landscaping was spread out along the front of the property lule and will buffer the entire <br />site much better. The lighting requirements have been met, and all zoning requirements have been met. <br />Sandstone block banding was added as suggested by the Architectural Review Board to enhance the <br />architectural design. The font of the office building was also changed to make it more esthetically <br />pleasinj. The board voiced a concern with the parking ui the rear and what type of pavement would be <br />used on the site. Mr. Schmidt indicated that there will be a concrete apron but it will be an asphalt <br />pavement and the rear parking on the site is for turnaround and fire trucks only. <br />R. Koeth motion to npprove IDale Schmidt of (PP# 234-09-017) Sublot #9 Industrial Parkway <br />which consists of coaistruction of self-storage structures business as presented. J. Lasko seconded <br />the motion, which was unanimously approved. Mrs. Hoff-Smith thanked the applicant for working in <br />such a timely manor with the City. <br />Mr. Koeth questioned if Mr. Schmidt would be starting the additional building he sought approval for <br />behind the soccer complex. Mr. Schmidt indicated that the building has been canceled due to the dome <br />in the valley as he has lost about 25% of his business. He will soon be returning to seek approval for an <br />outdoor artificial soccer field.
