Gareau, Jr., Councilman <br />Randi Jones, Member <br />Anna Kanis, Member <br /> <br />Bill Kelley, Member <br />Betsy Drenski, Rink Supervisor <br /> <br />Visitors: Norm Baxter, Mayoral Appointee <br /> Dean Brooks <br /> <br /> <br />OFFICIAL MINUTES <br /> <br />The meeting was called to order and roll call taken. <br /> <br />The minutes of the June minutes were approved and accepted as written. <br /> <br />Mr. Brooks’ attendance for this meeting is recorded as a Visitor until is approval by Council as <br />Mayoral Appointee. <br /> <br />The main topics of discussion on the Agenda are: nepotism, the “We Care Program,” Hiring of <br />New Recreation Commissioner and Consultant Contract Issues. <br /> <br />Mr. Gareau indicated that some of the topics were discussed very lightly with him by the former <br />Safety Director, Lisa Thomas, in particular, the “We Care Program.” He was not too familiar <br />with the nepotism concerns, but indicated that he was working with the Law Director regarding <br />the hiring of a new Commissioner. <br /> <br />Mr. Gareau asked Betesy Drenski to elaborate on the “We Care Program.” Ms. Drenski began <br />by stating there were concerns re employee family entitlement to free or discounted programs <br />such as learn to skate, learn to swim, etc. “Family” needs to be defined: does this include, nieces, <br />nephews, grandchildre? Mr. Gareau asked if there was a policy in effect at the present time, and <br />Ms. Drenski said there was currently a 20% discount for certain family members, and free for <br />some. She indicated there is a general outline, but no clear definition of “family.” Not only do we <br />need a definition of “family,” but whether or not the employee must be present as well. Mr. <br />Gareau said that the major concern is now becoming the definition of a “family member” and that <br />it was his understanding that this was getting too broad. Ms. Drenski then said it began with the <br />definition of “employee.” There are seasonal, part-time, full-time, and contractual employees who <br />hire their own employees to work within their programs. In sum, the “We Care Program” <br />questions are: what is the definition of employee, what is the definition of family, and what is the <br />discount, currently 20% or free. Mr. Gareau asked if this was a program we should be continuing <br /> <br />
