<br /> <br /> <br />MINUTES OF A MEETING OF <br />THE NORTH OLMSTED PARKS AND RECREATION COMMISSION <br />March 5, 2007 <br /> <br />Meeting called to order: 7:02 p.m. <br /> <br />In Attendance: Anna Kanis, Chairperson <br />John J. Lasko, Jr., Co-Chairperson <br /> <br />Ted DiSalvo, Commissioner <br /> <br /> Betsy Drenski, Assistant Commissioner <br /> Paul Barker, Councilman <br /> John Dailey, Director, Community Life Services <br /> Norm Baxter, Member <br /> Terry Groden, Member <br /> Chris Scarl, Member <br /> <br /> <br />Visitor: Carrie Cofper, Finance Director <br />Ed Garrity, NOHC <br /> <br /> <br /> <br /> <br />Mr. Lasko opened the meeting and roll call was taken. <br /> <br /> <br />VISITORS’ OPPORTUNITY TO ADDRESS COMMISSION <br /> <br />Mr. Dailey suggested that Ms. Copfer address the Commission to begin the meeting. <br /> <br />Carrie Copfer was introduced by Mr. DiSalvo to the Commission members, noting the two new <br />members, Mr. Groden and Mr. Scarl. <br /> <br />Ms. Copfer said that she had been hearing questions and some confusion and inconsistent information. <br />She thought that it might help for the Commission to know that the Rec Fund falls into a lot of other <br />Funds and important functions. The way the Rec Fund is categorized is a Special Revenue Fund <br />because it is supported by tax monies as well. The General Fund is everything that isn’t specifically <br />identified anywhere else. If you go through the categories, e.g., the Special Revenue Fund, Economic <br />Development Fund, Senior Center Fund – these aren’t all supported by tax revenues, but there is <br />legislation or something that specifies at the state level or the city level where the monies had to go <br />into each certain fund for a specific purpose. There is a Street Fund where the gas tax goes and <br />hotel/motel tax. The Rec Fund is about half funded by property tax and half funded by charges for <br />services for programs and such. Ms. Copfer had information compiled that shows on the next sheet <br />the Parks and Recreation Actual (Fund) for 2006. It’s the same information but in a different format, <br />so you can see the whole operation of the Rec Center on one page. The first part is Revenue, <br /> <br />
