CITY OF NORTH OLMSTED <br />MINUTES - DECEMBER 27, 1984 <br />CIVIL SERVICE COMMISSION <br />NORTH OUNSTED, OHIO <br />®.e r <br />The regular meeting of .the North Olmsted Civil Service Commission was called to order at <br />7:47 p.m. by Chairman Phillip Huffman. In attendance were Commissioners Gareau and -McKay, <br />Safety Director_ Eugene Petre, Secretary Sandi Westerfeld, General Manager.of the North <br />Olmsted Municipal Bus Line Kenneth Meus and Jason Westerfeld. <br />Minutes: The minutes of the previous meeting were read and will be approved at the <br />next meeting. <br />L. Coreno: Mr. Meus stated that he sent notice of suspension to all employees that <br />had 20 or more days absent or miss time as of September 30, 1984. He stated <br />that Mr. Coreno received an unsatisfactory evaluation for 1982. In 1983 he <br />filed a Worker's Compensation claim, had surgery and was off 70 working days. He had 9 <br />personal days and 8 single sick days which put Mr. Coreno in the "needs improvement" <br />category. In 1984 (January through September) Mr. Meus evaluated the employees who had <br />been given letters of warning for absenteeism. Employees are allowed 15 sick days and <br />5 personal days off per year. His evaluations were based on the following: 12 days or <br />less - satisfactory; 13 to 17 days off - needs improvement; 18 or more days off - <br />unsatisfactory. Mr. Meus stated that all employees are advised of the regulations when <br />they come in for evaluation. Regarding Mr. Coreno's visits to the phychologist, Mr. Meus <br />stated that Mr. Coreno has a four hour work break during which he felt Mr. Coreno could <br />have arranged his appointments had he explained his work schedule to the phychologist. <br />Ir. Meus stated that he felt his absenteeism problem was reduced by about 50% since he <br />juspended the employees who had more than 20 days off as of the end of September, 1984. <br />He also substantiated Mr. Coreno's statement that he was not allowed to switch days off <br />with another employee or take vacation days for personal appointments. Mr. Meus explained <br />that if an employee works his sixth day in substituting for another employee, he must be <br />paid time and a half. Regarding Mr. Farrar, Mr. Meus stated that he had 19 days off as <br />of the evaluation and that Mr. Meus arranged for him to enter Serenity Hall since Mr. <br />Farrar has an alcoholic problem. He then stated that Mr. Albergotti is not an absence <br />problem. Mr. Meus stated that the morale is very bad because a small number of employees <br />are always taking days off and other employees resent this. Dr. Huffman then told Mr. <br />Meus that we would check some things and advise him of the outcome next month. <br />Visual Standards: Mr. Petre requested a copy of the new visual standards for himself <br />and the Police and Fire Departments. Secretary Westerfeld was advised <br />to supply these copies as requested. <br />Firefighter Candidates: Mr. Petre inquired as to whether a decision had been made regard- <br />ing candidates Novak and Tube. He was advised that the request <br />for a decision was delivered at a time when the Law Director <br />had just completed a ten-day trial and we were told we would have to wait. Mr. Petre was <br />advised that as soon as the Commission received an answer on this matter, we would let <br />him know. <br />Rule Change: Mr. Petre raised the rule change made at the June 4, 1984 special meeting <br />which would make eligible a probationary employee if he is one of two that <br />would be taking a promotional examination. He raised three points as <br />ollows: 1) this rule cannot be made at a special meeting, it should be made at a regular <br />meeting; 2) could we make this motion at a regular meeting?; 3) since Chief Taylor is <br />leaving as of December 31 and this puts the Police Department in the position of having <br />an Acting Chief, he feels that in a case like this it should be that an appointment <br />without examination should be made. Mr. Petre was advised that according to Civil Service <br />Rules of the State of Ohio no appointments can be made in any event. Mr. Petre stated <br />
